Leidos is seeking a Business Analyst as part of a test organization that will be matrixed across Agile teams to support requirements elicitation, agile requirements development, data collection and analysis and will be the primary liaison with end users and internal support teams in Bethesda, MD.
The candidate should be able to understand the business needs and translate them to agile requirements (user stories) for their testability and explain them to testers and developers, when needed. The candidate also needs to take feedback on the requirements from the team to enhance them upon client's approval. Key areas of responsibilities: • Conduct meetings to elicit, define and document requirements from sponsors and end users • Conduct qualitative analysis of existing implementations and provide thoughtful, strategic improvement recommendations • Conduct requirements gathering sessions with client stakeholders using interviews, document analysis, business process descriptions, scenarios, workflow analysis • Decompose business needs into agile requirements • Be responsible for having clear requirements with acceptance criteria for each user story before the sprint starts • Translate requirements into clear acceptance criteria • Articulate business requirements to developers and testers • Identify gaps in processes, opportunities for improvements and automation • Assist the product owner with prioritizing the backlog • Develop and maintain requirements management lifecycle artifacts • Documenting the requirements and keeping track of requirements change • Writing UAT scripts and conducting UAT sessions if needed • Work directly with the PM to ensure that project deliverables are met • Keep updating the requirements documents, as requirements change • Work with automation testers to identify regression test candidates for automation • Participation in daily scrum meetings • Participate in all phases of risk management assessments and software development with emphasis on analysis of user requirements • Supporting our metrics program by keeping track and metrics on all activities hhsnih

Required Skills: • Bachelor's Degree (or equivalent based on evaluation of academic credentials, training and/or experience) as well as 5 years of related business analysis/requirements gathering • At least 2 years of experience performing as an analyst and tester • Experience with Agile software development frameworks, i.e. Scrum • Experience in drafting detailed requirements • Experience using JIRA and Confluence • Ability to create mockups, Visio diagrams/charts, functional & design documents, Test Scripts • Demonstrated knowledge of all business analysis practices with emphasis on business requirements gathering, facilitation, testing and work flow analysis • Must demonstrate a sense of urgency, and the ability to work independently and proactively in achieving team and individual objectives • Must be comfortable in a dynamic and fast-paced environment • Must have strong attention to detail and an inquisitive mindset • • Ability to quickly grasp and understand technical concepts and systems • Strong verbal and written communication skills • Very strong Analytical and problem solving skills • US Citizenship or US Person (Green Card Holder) is required and must be able to obtain a Public Trust clearance to get a Health and Human Services / Health Resources and Services Administration badge Desired Skills: • Experience working in public health and federal contracting • Experience working on Federal grants systems (HRSA, Grant Solutions, NSF, NIH etc.) • Experience working with Federal customers onsite • Experience with SQL server and experience with writing and executing backend tests using SQL. • Experience with test automation • Experience with 508 compliance testing • PMI-BA certification • Certified Scrum Master or Certified Product Owner
