Reviews, analyzes, and evaluates business systems and user needs.
Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective.
Performs business analyst duties related to the requirements gathering, design, development, enhancement, implementation and maintenance of applications and systems for this Bureau. Assists with documentation, training materials, and knowledge transfer between technical teams and end-users. Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc. Writes detailed description of user needs, program functions, and steps required to develop or modify computer programs. Serves as a technical consultant to the clients development solutions to streamline critical business processes according to the client strategic plan.
This position is integral to developing and maintaining the client processes, streamlining critical business functions, data integrity, and securing the client systems.
Position performs as an information technology professional participating in a variety of analytical assignments that provide for the enhancement, integration, maintenance and implementation of the client information systems.
Ability to facilitate meetings with end-users and development teams to develop and document requirements - Required - 7 Years
Ability to translate complex, technical documents into business-friendly materials - Required - 7 Years
Ability to conduct necessary research and analysis to evaluate solution options, cost/benefit analyses, risk and security assessments techniques - Required - 7 Years
Ability to conduct necessary research data warehousing/sampling techniques - Required - 7 Years
Experience with building new programs and/or applications, organizational development, and securing “buy-in” from multiple stakeholders - Required - 7 Years
Experience working with the client entities - Required - 7 Years
Strong verbal and written communication skills with an ability to build consensus and effective teams - Required - 7 Years
Adaptable and able to work independently with limited supervision - Required - 7 Years
Agile development/Certified Scrum Master - Desired - 3 Years
B.A. in Information Technology - Desired - 3 Years
Familiarity with public sector requirements of Open Meetings Act and Freedom of Information Act - Desired - 3 Years
Familiarity with public sector boards, commissions, councils, etc. - Desired - 3 Years
Familiarity with cybersecurity protocols and risk management approaches - Desired - 3 Years
Familiarity with reading and interpreting complex documentation (e.g. legal and technical documents) - Desired - 3 Years
