BAE Systems is looking for a business operations analysis responsible for leading critical elements of the Program Management Operations (PMO) of a large IDIQ contract with multiple award task orders (TOs). The position will provide direct support to a significant contract with extensive near-term and long-term growth. Mid-level position is an ideal role for a strong program manager who is looking for a challenge that will grow their skills and provide career advancement opportunities.
The position provides leadership and coordination across significant PMO functions, including subcontracts, supply chain, action items status and closure, risk management, financial tracking and contracts. Environment is dynamic with constantly shifting priorities. Successful candidate will implement processes to create structure and reduce stress of leadership team. Significant portion of the person's time will be coordinating with leads in each of the above PMO functional areas to ensure contractual deliverables are meet on time with high quality. Position reports to the PMO Director who also serves as the business area's Deputy General Manager.
Provides leadership and direction of business operations for a complex IDIQ contract with multiple awarded TOs. Assures the accomplishment of contract deliverables through the efficient and effective utilization of operations and program resources.
Ensures Operations performance against the baseline program plan by managing the performance of all PMO functions including subcontracts, action item tracking, risk management, financial analysis and contracts. Identifies and resolves performance problems.
Coordinates preparation of Estimate to Complete/Latest Revised Estimates for all PMO functions by requesting input from appropriate operations sources, reviewing data for completeness and accuracy of approach and negotiating changes. Ensures operations input is completed and submitted on schedule and within budget.
Interfaces with the appropriate organization within operations to ensure any changes which will impact assigned tasks have been appropriately communicate and addressed.
Plans all operations functions in a manner consistent with the Statement of Work negotiated with the customer and applicable Management Directives & Practices.
Supports operations position during audits, fact finding and negotiation by being an active participant with the Program Manager in all phases of the program in order to assure arbitrary concessions are not made.
Promotes a strong sense of teamwork among personnel supporting various phases of the program efforts.
BS with 4 years of program management experience
Strong program management experience leading teams > 10 FTEs and/or $5M annual revenue
Experience letting and monitoring staff augmentation subcontracts
Able to work in a busy, chaotic environment with conflicting priorities
