Job Description

ArdentMC is seeking a Capture Manager for the Homeland Security Market. 

The capture manager oversees complex and strategic value capture efforts to secure new contracts, re-compete contracts, and task orders.  Capture Managers at ArdentMC function with authority provisioned capture resources and are accountable directly to executive leadership.  The successful candidate shall shape and win new business through a balanced focus on customer engagement, customer value, the competitive environment, and the corporation's best interests. While engaging directly with existing and new clients, the Capture Manager is responsible for developing capture strategies including business solution for pursuit of opportunities; identifies potential customers, competitive assessments, and teaming partners.  ArdentMC Capture Managers lead cross-functional teams in both the capture and proposal phase, and are expected to be the lead responsible person for the proposal volumes. 

Requirements and Expectations:

  • The capture manager is responsible for the capture leadership of an assigned portfolio of opportunities in support of the Homeland Security Market Strategy.
  • The capture manager must thrive in an environment where they are responsible for the management and execution of the full BD life-cycle process across multiple simultaneous pursuits and proposals.
  • This individual will be expected to identify gaps and emerging requirements, perform market and economic analysis, conduct business intelligence, design and execute formal capture plans, and monitor competitor activity for each capture. 
  • Candidates at this level will develop the overall win strategy and perform the associated marketing for assigned opportunities.
  • He/she will develop, organize and execute significant capture activities, including building industry teams, assessing win probability, presenting recommendations for pursuit to senior leadership, and executing customer call plans to shape acquisitions, in order to respond to and win business with new and existing customers.
  • The candidate is expected to exercise sound judgment within broadly defined practices and policies; regularly interact with all levels of management, functional POCs, staff, and customers; and display a high degree of tact and diplomacy.
  • Characteristics necessary for success include: business and technical vision; disciplined strategic thinking; analytical presentation and problem solving skills; the ability to gain internal support; and the ability to establish and maintain a solid working relationship with technical staff, managers, and peers.
  • Excellent written and oral communication skills are required.
  • Work with the Business Development Management Team to manage the internal and external capture project efforts
  • Experience with successful capture rate on DHS pursuits.
  • Serve as primary point of contact between the proposal documentation team and the solution team
  • Monitor, review, and direct proposal progress identify gaps and proposal needs to senior management for new/additional resources
  • Review the acquisition documents for special requirements.
  • Coordinate proposal efforts with proposal manager to engage members from across the company to prepare winning proposals and estimate preparation as required.
  • Obtain assistance from other departments (Delivery, Contract Administration, Finance, etc.) as required to prepare the proposal.
  • Primary responsibility for preparation/review of the proposal write-ups.

  • Prepare initial assessment of the technical, financial, schedule or any other unusual risks associated with a proposal.
  • Clearly define the Scope of Work and Services offered to the Customer and identify any clarifications or exceptions to the Customer’s inquiry.
  • Maintain knowledge of approved company vendors, estimating methods as well as project execution procedures.
  • Coordinate proposal activities and work with proposal manager to implement effective proposal schedule to meet internal and final due dates

Minimum Qualifications: 

  • 8+ years of proposal experience
  • Strong knowledge of Microsoft product suite, with excellent knowledge of Microsoft Word and advanced Excel skills
  • Ability to function in an entrepreneurial, fast-paced environment
  • Capacity to handle multiple objectives and workflows
  • Excellent organizational and strong analytical skills
  • Communicating and interacting effectively with senior levels of internal and external organizations
  • A natural aptitude for strategic planning, financial analysis, capture management and teaming
  • Diplomatic, persuasive and articulate communication style to establish and maintain rapport with internal and external customers / partners
  • Aptitude for milestone-based capture process; to include opportunity identification, developing business cases, and capture management
  • Experience supporting DHS capture and proposals
  • Proactive, superior attention to detail, project management, and organizational skills
  • Business acumen, strong analytical and problem solving skills, reliability and sound judgment
  • Passion for personal accountability, achievement, learning and continual improvement
  • Ability to articulate complex issues into succinct, cohesive summaries and presentations
  • Technical background or operational experience within Homeland Security, Homeland Defense, Law Enforcement or Investigative Markets
  • Ability to travel on an as needed basis
  • Successful track record of significant and successful capture and business development accomplishment
