The Organizational Change Manager will work to develop and implement strategies for communicating, managing, educating, and gaining adoption for change associated with the implementation of electronic health record (EHR) software within the County of San Diego. This role will liaise with all stakeholder groups involved in the adoption of change, including end users, County management staff, the County s Outsourced Information Technology vendor, the County s EHR vendor, and external consultants.
The individual performing this role will work with the Project Director, Project Business Leader, Project Executive Sponsor, and project managers to establish and implement effective communication and training plans to keep the organization aware of program updates as well as interdisciplinary communications plans to ensure the project teams and committees are effectively communicating with each other.
Organizational Change Responsibilities
Assuring organizational change management (OCM) best practices are integrated into the organization s operations to achieve adoption of Electronic Health Record programs
In consultation with client and project leadership, development and implementation of a comprehensive plan for organizational transformation, coordinated with project and client activities
Leadership of gap analysis activities including job impact analysis, on-going values measurement and policy and procedure analysis
Development of a communication strategy that is approved by senior management
In consultation with operational and clinical leadership, development and implementation of a clinician engagement strategy
Identification of key stakeholder groups and accountability for ensuring communication strategy meets their information needs
Assisting Process Consulting staff with development of current and future state process maps
Keeping all stakeholder groups aware and involved in change adoption
Coordinating the scheduling and completion of communications projects at each project stage
Orienting client project leadership on existing and planned performance improvement programs and working to integrate these programs into the project
Serving as the project team's subject matter expert on organizational culture and processes

Educational Responsibilities
Overall accountability for learning, including scheduling and management of end-user training and ownership of County-specific learning timelines to support each site implementation
Production of learning materials and content responsive to learning needs and styles of the County, which share the vision and fulfill the purpose of the Electronic Health Record Upgrade program
Identification of learning risks to the project, as well as development and implementation of mitigation strategies for identified risks
Ensuring learning events and training for County staff are integrated into overall project timeline
Providing leadership and input in content and design for web, print and other communications venues
Coordinating, monitoring, and controlling production and availability of print and digital materials and resources

Education and Experience:
BA/BS-Bachelor s degree or equivalent experience required.
Three (3) years of experience in a training role
Three (3) years of additional OCM experience preferred
Preference given those with experience driving change in a clinical environment
Previous Business Process Change Communication experience
Experience with the people and process side of change
Superb facilitation skills are a must
Experience setting up or facilitating training
Prefer 2+ years of experience in organizational change management program design and implementation
3+ years of experience in project management and resource management
Must be a leader who can influence stakeholders in written and oral communications

Knowledge and Skills:
OCM experience in Organizational Design including aligning organizational structure to organizational strategy, preferably in clinical environments
OCM experience in Culture and Strategy Alignment including designing and implementing culture, vision and branding, strategies to ensure employee engagement and satisfaction
OCM experience in Change Navigation and Acceptance including fostering an adaptive culture so that the organization responds effectively to change
Familiarity working with interdisciplinary teams to provide knowledge, content, tactics and methodologies to help with the adoption of change
Ability to systematically gather, assess and apply critical organizational, technical, and operational information for clinical and business decisions
Ability to target measurable behavior change, conduct extensive analysis of needs and culture, help manage Client transition change plan, and oversee its implementation
Ability to strategically consider all sides of an issue within the contexts of time, breadth, and range of options
Excellent speaking and writing skills with proven capability to represent organization at executive, clinical and industry events
Experience applying program/project management methods and processes to define, plan, cost, resource, track and ensure the accomplishment of targeted goals for large enterprises
Ability to understand clinical and business problems from multiple perspectives and manage the implementation of a solution that completely and correctly addresses the problem with a constant focus on individual patient care or population health
