Job Description

Title:                   Clinical Systems Project Manager

Location:            Rockville, MD

Reports to:        Account Manager, Project Director

Position Summary:

The Project Manager assumes responsibility for delivering healthcare informatics projects in accordance with time, budgetary and scope specifications. The Project Manager conducts cross-functional activities to coordinate projects across organizations at the National Cancer Institute including the Cancer Therapy Evaluation Program (CTEP), Division of Cancer Prevention (DCP) and the Center for Cancer Research and the Coordinating Center for Clinical Trials (CCCT). The individual serves as the point of escalation for project-related issues. The Project Manager will be specifically coordinating and managing the stakeholders for activities that overlap between the NCI organizations and the Clinical Trials Reporting Program (CTRP).

Essential Functions:

  1. Assembles project plans and teamwork assignments; directs and monitors work efforts on a daily basis; identifies resource needs.
  2. Ensures that project remains within scope and within budget.
  3. Maintains the project plan, stakeholder management plan and communication plan.
  4. Assumes responsibility for ensuring the timeliness and consistency of management and meeting artifacts including but not limited to: agendas, meeting minutes, status reports, etc.
  5. Effectively communicates project milestones, risks, issues and accomplishments to NCI Leadership teams at DCP, CTEP CCR and CCCT, the Lead Protocol Organizations (LPOs), the Cancer Trials Support Unit, NCI’s Project Officer, and the project team.
  6. Coordinates activities across NCI organization including the NCI’s National Clinical Trials Network (NCTN), Experimental Therapeutics Clinical Trials Network (ETCTN), DCP, CTEP, CCCT and CCR.
  7. Works closely with the NCI Technology teams to manage requirement changes and assess impacts across the NCI stakeholder community.
  8. Travel may be required as needed to visit client sites (up to 25%, non-regular)
  9. Creates requirements specification and scope definition documents for assigned projects.
  10. Defines and delivers project management tracking and reporting mechanisms to the both the scientific and technology stakeholders across the NCI.
  11. Manages and facilitates executive level committees to develop strategic plans that meet the needs of the NCI.
  12. Develops high level workflows and use cases to communicate the CTRP business and technical processes in relation to existing NCI activities.

 In-depth technical and administrative understanding of the following is required:

  1. Life Sciences technology and management experience required, experience with administration of biomedical research workflows and laboratory information management systems desired.  
  2. High level of competency with MS Project or other project management toolkit
  3. Experience with Clinical Trials, Clinical Data Management, Medical Terminology, or HIE Interoperability desired
  4. Microsoft Office, including advanced skills in MS Word, Visio, PowerPoint and Excel

Education and Experience Guidelines

  1. Bachelor’s Degree in a Technical or Scientific Discipline and a Minimum 5 years technical experience; or no degree and 7+ years progressive experience 
  2. Project Management certification is desired
