seeking an experienced Senior Curam Technical Analyst to work as a key part of the a team working with a Systems Integrator (SI) to implement a large-scale, complex integrated eligibility and enrollment solution based on IBM Curam Social Program Management Platform (version 7).


Project Description and Status

The scope of the Medicaid Eligibility and Enrollment Solution (EES) project includes acquisition, configuration, development and implementation of a modern, commercial-off-the-shelf (COTS) Medicaid eligibility and enrollment system compliant with the Affordable Care Act (ACA), and current Centers for Medicare and Medicaid Services (CMS) information technology standards and conditions.   The solution requires a modern application architecture which includes, an easy to use interface for both internal service delivery staff and public users, a high level of automation, and establishes a modern enterprise-class technical foundation that can be leveraged to modernize additional DHHS benefits programs, such as SNAP (formerly known as Food Stamps) and other Economic Assistance programs.  EES is the first of multiple phases to modernize system support for the  programs currently supported by a legacy system. 


Position Duties

This position will work as part of the state project team and provide Curam technical experience for elaboration of state requirements and use cases, Curam gap analysis, functional and technical design, Curam technical development oversight, review of SI technical artifacts for completeness and accuracy, assist in test results review/triage, assist with integration and support of Curam technical dependencies, and provide Curam technical consulting.


Position Requirements


  • Bachelor’s degree or higher.  Candidate may substitute 3 years of work experience for 1 year of education.
  • At least seven years of full life-cycle system development experience.  Extensive SDLC experience utilizing waterfall, agile and hybrid methodologies.
  • Prior development experience with IBM Cúram Version 7.x.
  • Extensive technical experience with best practices for IBM Curam configuration, customization and implementation. 
  • Experience with multiple major releases of IBM Cúram V6, V6.0.5, V7.
  • Experience integrating IBM ESB Stack with IBM Cúram.
  • Experience implementing Reporting using IBM Cognos and IBM Cúram.
  • Strong verbal and written communication skills, including the ability to gather and provide information effectively when under pressure, regardless of audience (i.e., project sponsors, stakeholders, teams).
  • Must be able to work well within a team environment and have exceptional collaboration skills with all levels of business and technical staff.
  • Strong organization, planning, problem solving, decision making skills and attention to detail.  Comfortable prioritizing and managing multiple tasks with minimal direction.
  • Proficiency in Microsoft Office tools (Outlook, Word, Excel, PowerPoint, and Visio).
  • Complete fluency in speaking and writing in the English language is required.


  • Experience with state health and human services integrated eligibility and enrollment systems, particularly previous experience with the  EES project. 
  • Certification in IBM Cúram 6.0 or greater as a certified Cúram Developer or Analyst. Must attach a copy of the Cúram certificate.
