SAIC seeks a Cyber Security Engineering SME/Project Lead to serve as subject matter expert ensuring evolving cyber resilience and cyber security requirements are accounted for in current DoD Acquisition Engineering policy and guidance; as well as assist the development of System Security Engineer competency for the Acquisition Engineering workforce.
Candidate works across the customer and contractor team to lead development of a body of knowledge, assessment of current DoD guidance, and identification of the associated workforce competencies.
This multi-year project strives to examine DoD's Cybersecurity and Engineering policies and standards for engineering cyber resilient weapon systems for implementation consistency; create a nominal Cyber-Resilient Weapon Systems (CRWS) enterprise-level activities framework; identify the associated technical competencies needed to achieve and implement CRWS engineering throughout the acquisition life-cycle; access current training and gaps.
Given unique nature of this requirement, this project will develop a CRWS Body of Knowledge (CRWS BoK). CWRS BoK will be developed using a machine-learning-based lexical analysis framework to ensure a dynamic, continuously-updated knowledge base that is relevant and useful to engineers and weapons systems programs. Bachelor's degree in an engineering discipline or related field Minimum of 15 years of technical experience in the areas of Cybersecurity, System Security Engineering, and/or Software Assurance Prior experience working in a staff role, preferably at the OSD level Minimum of 5 years of experience in a team lead role, managing a complex and diverse team Desired Qualifications
Strong project management skills ensuring appropriate resource allocation, prioritization of tasking, and schedule management Ability to understand requirements and envision the end-state to guide team through product design, development, and implementation Experience coaching, mentoring and training, goal setting/tracking and performance feedback Minimum of 5 years of Acquisition or Engineering experience supporting DoD programs of record Possess communications and leadership skills with demonstrated ability to provide long-term guidance and solutions Possess strong analytical, problem-solving, prioritization, task management and organizational skills Must have and be able to maintain an Secret security clearance and higher
Master's degree in an engineering discipline or related field Knowledge of DOD acquisition life cycle, policy and guidance; specifically DAG Chapter 3 and 9; ISO/IEC 15288 Background and capability in the following types of areas: Software Engineering, Agile software development, Embedded Software, Software Design, Risk Management Framework, Software Security, Systems Integration, Software Testing Familiarity with: SEBoK and SWEBoK, and Department of Defense Adaptive Acquisition Framework (AAF).
