Job Description:  


Provides information technology and data management support to the Defense Health Agency.

* This position provides expert analysis, advice, design/redesign, and thought leadership in acquisition, procurement, business, and Government operations and systems.

* Provides subject matter expertise in acquisition and procurement fields and Government business operations.

* Develops recommendations and solutions to complex acquisition, procurement, and business operation problem sets.

* The incumbent will possess advanced education and experience in Federal acquisition processes, information technology and business management.

Essential Duties, Responsibilities, and Requirements:  


Provide systems and data management support to the Tricare Management Activity. This will involve systems administration support, systems design and implementation and training.

* Provides support to the Contract Operations Directorate for the E-Commerce Operations applications with Systems Administration consultation and representation specific to Management Tracking and Reporting (MTR), along with its subsystem applications of Performance Assessment Tracking (PAT) tool, and the Extranet subsystem tracking tool for uploading Managed Care Support Contractor Services (MCSCs) and other identified CO-A contract deliverables (weekly, monthly, etc.) and in support of contractor performance evaluations in regards to the scope of work for CO-A's contractor deliverables.

* Provide System Administration services to Procurement Directorate users for the verification and validation of all custom code, bug fixes, enhancements and interfaces to the E- Commerce applications/subsystems. Attend working group meetings as they occur daily/weekly/monthly and working directly with project managers, programmers/developers, third party vendors and end-users to ensure software functional and technical design requirements are met; along with evaluating/analyzing the establishment of and changes to E-Commerce applications/subsystems business rules.

* Provides coordination and verification review that assures all MCSCs and other designed contractors with deliverables (weekly, monthly, etc.) for performance oversight and evaluations in regards to each designated contractor's scope of work are appropriately uploaded into the PAT tool and Extranet sub-system tracking tool.

* Provides data analysis to compile contract life cycle information and prepare detailed high level executive reports on various contract activities as directed and/or required.

* Provide technical application training and application administration support to the DHA staff and other DHA regional offices. Prepare and maintain application training materials, desktop guides, and maintain the Home Page links to reference documents, contracting process flows, business rules, news announcements, etc.

Required Knowledge, Skills, and Abilities:  

* Exceptional knowledge of all phases of acquisition management.

* Knowledge of the Federal and Department of Defense (DOD) acquisition process.

* Knowledge of Integrative Acquisition Environment and DOD acquisition system policies and procedures.

* Knowledge of the DOD Procurement Data Standard.

* Experience with change management.

* Excellent communication, interpersonal, and customer service skills.

* Knowledge of Microsoft Office Excel, Word, and PowerPoint.

Minimum Education and Experience:  


A minimum of a 4 year course of study leading to a bachelor's degree with a major in any IT System Administration information technology field that includes or is supplemented by at least 24 semester hours in any combination of the following fields: finance, business, law, contracts, purchasing, quantitative methods and organization.
