The Federal Parent Locator Service at Leidos currently has an opening for a Functional Analyst to work in our Baltimore, MD office. This is an exciting opportunity to use your experience to help the Office of Child Support Enforcement (OCSE) maintain portal applications that assist case workers with collection of child support. The Functional Analyst performs business requirements and system analysis, and some IT applications development as assigned. Creates screen mockups, build HTML prototypes, writes system requirement specifications, including use cases and user stories. Develops test plans and test cases and executes system testing, including Web services testing. Recognizes, diagnoses, researches and resolves system and design concerns. Provides development life-cycle support and evolutionary lifecycle improvements or modifications as requested. Responsible for ensuring appropriate Change Management processes/procedures and documentation are followed. Conducts causal analysis and knack for finding solutions to the complex issues.
- Coordinate with business and technology teams to ascertain system requirements, such as program functions, output requirements, input data acquisition, execution of user acceptance, and coordinate testing and system controls
- Develop technical solutions that require collaboration with internal experts, deep analysis and understanding of impact on end-product/solution.
- Developing mock-up pages, preferably using Adobe Dreamweaver.
- HTML screens prototyping leveraging Bootstrap and jQuery frameworks.
- Work under the task direction of project manager.
- Solicit feedback on his/her work for accuracy and completeness from senior team members.
- Directly liaise with federal customers and advise on the business analysis functions that are within the sphere of responsibility and scope
- Participate in team meetings and report status and follow-up of action items that are assigned
- Hold others accountable for deliverables that are due to them in order for them to meet their work deadlines and complete their assignments
BS and 4 - 8 years of prior relevant experience or Masters with 2 - 6 years of prior relevant experience. Experience may be substituted in lieu of degree.
Responsible for the analysis and evaluation of user business problems and the development of system recommendations to meet requirements. Analyzes business and technical processes to formulate and develop new and modified business information processing systems. Ability to do the screen mockups preferably using Adobe Dreamweaver, leveraging Bootstrap/jQuery framework to do the HTML prototypes, SOAP UI Testing to simulate Web Service Responses, 508 Accessibility compliance standards and testing using WAVE plugin or similar tool, Software Test Automation using Selenium or similar tool.
Working knowledge of distributed application environments, preferably good understanding of the J2EE architecture. Experience should include familiarity with standard lifecycle processes and tools, and working within a team environment. Experience with developing use cases and data requirements analysis and presenting workflows of systems to user groups. Experience in the development of test cases and test execution. Excellent oral and written communication skills, strong teamwork, ability to multi-task and a strong commitment to client service.
Knowledge or experience with Software Engineering (IEEE) Capability Maturity Model (CMM) standards. Knowledge or experience with Full Development Life-Cycle (FDLC) methodologies. Familiar with SQL tools. Knowledge of object oriented programming analysis methods. Experience with or knowledge of data modeling and modeling tools. Experience with building customer relationships to prioritize and analyze system issues. Working knowledge with federal customer is a plus.
