Job Description

Manage and lead all operational work performed by delivery related to contractors for the programs managed by the client. This will include line contractors, (overhead & underground) streetlight installation and maintenance, pole inspections, joint use, and other miscellaneous contracts as may be required. Ensure all work is completed on time, within budget, and consistent with the defined scope. Manage annual budgets and any change orders associated with these projects or initiatives. Resolve all problems related to contractor performance. Ensure that quality and schedule are maintained. Coordinate field inspections of all work performed by contractors. Assist in remedial actions to correct problems. Work as a team in the selection of vendors and input into negotiations with contractor as appropriate. Document any savings achieved. Incumbent will be responsible for managing millions of dollars annually in contractor related projects or programs.

Duties and Responsibilities:

  • Resource Management:

o Preparation of bid solicitation specifications for various types of work.

o Effective evaluation of bids submitted by vendors and suppliers.

o Turnkey line contracts are administered and performed in compliance with scope, schedule, and budget.

o Monitor contractor performance as it relates to program scope including, but not limited to, safety, efficiency, timeliness, scope adherence, and metric accountability.

o Provide and support storm restoration efforts both internally and regionally through mutual assist.

o Manage damage claims

o Applies leadership and people management skills in removing barriers that impede the timely and efficient completion of work.

o Ability to think both regionally and globally to ensure that resources are appropriately allocated and shared across the service area.

o Monitors job progress to ensure work quality, adherence to standards, guidelines, processes and procedures to meet in service dates.

Project Manage large projects/jobs:

o Collaboration with the various departments in which we support to ensure all resource needs are proactively met.

o Financials:

Provide budgeting and forecasting guidance for internal departments on projects managed by team.

Process invoices and ensure proper coding and payments are made.

Job Reconciliation: ensure all charges/materials are accounted for and accurate.

Identify and mitigate significant drivers of cost.

  • Lead a safety culture in all work managed with contractors. Ensure safety procedures are being followed faithfully through audits and that any deviations are handled swiftly.



Education and Experience Requirements:

  • Bachelor’s degree in business, engineering, or related.
  • Requires 4 years construction/maintenance experience
  • At least 1 year supervisory experience.
  • Prefer Journeyman Linemen status

Skills, Knowledge, and Abilities Required:

  • Experience in distribution construction, maintenance, resource planning, and design
  • Apply business and analytical skills to identify opportunities for improved efficiencies and productivity. • The position requires high stress tolerance, excellent customer service skills, quick decision making capability, strong analytical skills, strong planning skills, and the ability to hold each work group accountable to satisfy schedules.
  • Excellent human relations, team building and leadership skills are essential.
  • Requires 4 years construction/maintenance experience

Ideal Candidate

Position will be remote and require visits to work sites. Position will be responsible for managing multiple projects.  Hours:  Monday through Friday (40 - 60 hours per week). Candidate will need to be flexible with working hours. Hours will likely increase when there is a weather related event.  Over-night travel could be required with little notice (driven by storm related events), within service territory (KS, MO).
