This position will be responsible for providing work direction, performance management, and overall management of a group of technical employees consisting of both engineers and engineering analysts focused on designing and maintaining a mission critical mobile 4G carrier network. This position is expected to have sufficient practical IP network experience and provide hand-on support when required in order to successfully direct the everyday work of the group. Daily, the group is responsible for IP network engineering, design, and implementation; firewall and security infrastructure and policy; physical and virtual server infrastructure; solution lifecycle management; and maintaining a mission critical push-to-talk (PTT) system.
Responsibilities for the IP Network Engineering Manager:
Manage the overall engineering design, purchase, implementation, and second level support of the LTE 4G data, security, server, and PTT networks. Performance management of technical staff including Engineers and Engineering Analysts. 40%
Make independent decisions on Data Network related design, and security policies and procedures based on budget impact, system utilization, and network security for optimal efficiency. 15%
Manage vendor invoices on a monthly basis to ensure accuracy and compliance with service contracts. Manage expenses within the annual Network Design O&M budget. 10%
Actively participate in contract negotiations with vendors for Data equipment and services. Manage the relationship with key vendors. 5%
Develop, maintain, and provide risk assessment tools/techniques and perform studies for determining the range of profitability/risk associated with various projects. 5%
Provide business development with pricing and risk/cost assessment analysis of potential features and services. 5%
Develop, define, and refine processes and procedures for making network changes to service impacting Data network equipment. 10%
Develop, implement, and maintain management tools that will maximize profitability from existing assets while maintaining system reliability. 5%
Support Marketing by providing product/feature price forecasts as well as consulting on rate development issues. 5%
Job Requirements for the IP Network Engineering Manager:
A BS in Engineering, Computer Science, or other relevant degree is required. A MS or MBA degree is strongly preferred.
Technical expert with IP network and security design is required.
Must possess the ability to solve complex problems, demonstrate the ability to conduct strategic analysis in order to make autonomous business decisions with time constraints. Excellent communication and interpersonal skills are required to work with internal and external clients, across departments, and with vendors at all levels. Must have the ability to lead and develop others.
Desired Skills for the IP Network Engineering Manager:
A working knowledge of and the ability to understand finance, risk assessment, and engineering related to mobile carrier 4G networks, including emerging technologies, is desired.
Three to five years relevant experience in mobile carrier 4G networks is desired
A thorough, practical knowledge of operations and maintenance of mobile carrier 4G equipment is desired.
At least three years Supervisory/Management experience is strongly desired.
