Job Description

Data Systems Analysts, Inc. is searching for an IT Identity Management Lead. This search is in the Proposal Phase and upon award will result in an offer of employment.

Job Location: Fort Belvoir, VA.
The IT Identity Management Lead will be responsible for all identity management responsibilities for the Department of the Army Program Executive Office Enterprise Information Systems (PEO EIS) Army Knowledge Online (AKO). Enterprise Access Management Service-Army (EAMS-A) is the Army-branded deployment of the Defense Information Systems Agency (DISA), Global Content Delivery Service Single-Sign-On (SSO) service. It provides an attribute management and sign-in layer on top of the Army Master Identity Directory (AMID) store. It supports industry standard integration methods such as Security Assertion Mark-UP Language (SAML) and Active Directory Federation Service/Web Services Federation, as well as support for several legacy products. The Army AMID System is the Army's single source for the storage, management and access of Army and DoD identities and additional information required by many Army organizations not currently residing in other DoD systems. These identities managed by the AMID integrator are a combination of the Defense Client Data Center provided enterprise identities and Army specific attributes from other authoritative sources such as the Total Army Personnel Database, the Defense Civilian Personnel Data System, as well as other disparate Army data sources. In the aggregate, these Army identities are accessed and updated hundreds of thousands of times each day by over 800 Army approved applications and systems across the Army enterprise for authorization and access management via EAMS-A.
Responsibilities will include, but are not limited to:
  1. Management and oversight on all Identity and Access Management (IdAM) efforts including the operation and maintenance of the IdAM solution comprised of the authentication service (currently (EAMS-A); Lightweight Directory Access Protocol (LDAP); and the Extract, Transform and Load (ETL) database functions and supporting services.
  2. Oversee IdAM support on the authentication service used to authenticate access to the AKO Portal and approximately 700 External applications including the management of the authentication service onboarding activities for authentication and authorizing users, applications, implementing services to prove identities and control access to resources.
  3. Provide LDAP subject matter expertise and operate and maintain the LDAP data store for user credentials, preferences and other commonly accessed information.
  4. Provide technical support services to standardize authoritative enterprise user attributes across the Army and DoD with the Army Master Identity (AMID) store.
  5. Provide ETL expertise and oversee the operation and maintenance on ETL database process servers
  6. Manage the agreements with DoD authoritative sources to pull data needed to populate the Directory Database and LDAP.
This candidate must have a BS degree with a minimum of 8 years' direct experience in the management of Department of Defense information technology projects. Must have in-depth knowledge and experience in managing DoD and/or DA identity access management efforts.
The candidate must have excellent oral and written communication skills, demonstrating an ability to communicate effectively with all levels of staff as well as customers. Experience working in an environment similar in size (or larger) and scope to AKO Portal. Strong working knowledge of large, complex IT environments.
Requirements include: Minimum Secret DOD Clearance; PMP and a BS Degree.
