Department of Homeland Security (DHS), Security Operations Center (SOC) Support Services is a US Government program responsible to monitor, detect, analyze, mitigate, and respond to cyber threats and adversarial activity on the DHS Enterprise. The DHS SOC has primary responsibility for monitoring and responding to security events and incidents detected at the Trusted Internet Connection (TIC) and Policy Enforcement Point (PEP) and is responsible for directing and coordinating detection and response activities performed by each Component SOC. Direction and coordination are achieved through a new shared DHS incident tracking system and other means of coordination and communication.


The DHS SOC Support Service Program has a need for an Instructional Systems Designer. This is a full time funded position based in Washington DC.


Duties may include analyzing training needs and developing programs to address them; providing consultation and recommendations to customers on innovative training solutions, as well as on effective and relevant curriculum development and delivery; creating asynchronous and synchronous instruction designed for a distributed learning environment; working with instructors, Subject Matter Experts (SMEs), instructional technologists, and multimedia developers to analyze, design, develop, and evaluate distributed learning solutions; creating storyboards, scripts, scenario-based instruction, and other advanced learning strategies to meet the needs of the learners; providing expertise in the creation of processes, and implementation of distributed learning; performing the actual detailed development of course materials or courseware, as well as product testing, and maintenance. May also provide train-the-trainer programs and qualify trainers for content delivery. Video instruction and production experience may be required. Portfolio will be requested.

BASIC QUALIFICATIONS:


Bachelors and 12 years of prior relevant experience or Masters with 8+ years of prior relevant experience. Demonstrated excellence in writing, editing, proofreading, and formatting of customer-ready materials. Previous experience collecting, compiling, analyzing and synthesizing learner/customer feedback, test data, and program evaluations to determine workforce performance needs, curriculum design/development and learning solutions. Ability to demonstrate an application of cognitive science and human factors engineering that apply to the design of training. Experience in all aspects of instructional design for e-Learning and distributed learning environments. Must be proficient in Microsoft Office Suite (Word, Excel, PowerPoint), Microsoft Project, MS Visio, and Adobe products.


Must have or be able to obtain a DHS EOD Clearance to join this program.

PREFERRED QUALIFICATIONS:


Master's degree in Instructional Systems Design, Education, Curriculum Development, Adult Education or a related field. Experience defining and developing SCORM- and 508-compliant products. Extensive experience using Lectora Inspire, Adobe Captivate, and Articulate Storyline 2, including creating highly interactive templates for LMS and Blackboard applications. Experience with multi-media design architecture including Interactivity Levels 2 and 3. Previous experience supporting DoD, or other Federal Government agencies. Ability to teach and mentor others. Demonstrated experience developing and maintaining project schedules using Microsoft Project. Ability to manage knowledge sharing environments. Strong interpersonal and teaming skills.
