Job Description

The Manager position will oversee, and in some instances directly handle, the contract administration and financial record-keeping and payroll for the Oneida Indian Nation s federal contracting businesses. The right candidate must be able to work in a small business environment, managing a variety of tasks and projects in coordination with other Shared Service departments across Oneida Nation Enterprises (Finance, HR and Legal), while ensuring compliance with federal contracting regulations and cost-accounting methods.

Duties & Responsibilities :

  • Manages the Contract Administration and Accounting functions for OTS and Croop, ensuring generally accepted accounting principles are followed as well as DOD and government contracting requirements.
  • Ensures the monthly, quarterly and annual closing processes are followed with staff, in coordination with ONE Finance department.
  • Reviews, implements and monitors internal controls and general operating procedures for areas of responsibility.
  • Manage all payroll functions for organization
    • Manage, maintain and update payroll related data
    • Determine, with Human Resources and Legal, tax authority jurisdiction for new employees working out of state.
    • Apply for the appropriate state tax withholding account and unemployment tax account, working closely with the Legal department.
    • Determine if the contributory or reimbursable method for unemployment purposes is most appropriate, in conjunction with Legal and Senior Management.
    • Communicate with Paychex once applicable accounts have been established with account numbers
    • Prepare, file and ensure payment of applicable employer tax forms until Paychex has been transitioned to assume those responsibilities
    • Review Payroll Tax Reports produced by Paychex and ensure for each payroll all deductions are appropriate, including tax withholdings and garnishments
    • Process data files to third parties as needed for payroll, such as the 401k
  • Works with ONE Finance department to ensure all accounts payable payments are appropriate and authorized.
  • Ensures Contracts & Accounting staff is appropriately trained.
  • Reviews all work performed by the Contracts & Accounting Clerk, including monthly contract billings, journal entries and account analyses (reconciliations) of all balance sheet accounts for support of balances.
  • Efficiently coordinates and leads various projects relating directly to the Accounting areas in the Finance Department (i.e. software implementation/upgrades, etc.)
  • Responsible for the accurate preparation and timely delivery of internal financial statements and analysis to management.
  • Works with Accounting firm and/or ONE Finance department to prepare complete and accurate financial reports and required filings with various external agencies, including quarterly tax filings and annual financial statements.
  • Responsible for the primary coordination with the external auditors for the annual financial statement audit, and any DOD or US government contracting audits.
  • Responsible for coordination with tax accountants for the annual preparation and filing of state and federal tax returns and other tax filings.
  • Manage cash flow for the enterprise in coordination with the Nation Cash Manager.
  • Oversees development of draft Cost Volume pricing and narratives for customer/client proposals in accordance with RFP/RFQ instructions for OTS Director review with Executive Management.
  • Follows a standard file naming convention, nomenclature and folder hierarchy for document organization within Sharepoint for easy reference and locating by other authorized users.
  • Supervises preparation and filing of contract-related reporting to GSA for record-keeping of contract modifications and reporting and payment of Contract Access Fees.
  • Supervises preparation of documents and related filings for the Small Business Administration (SBA).
  • Working with the Director of Site Operations and ONE Human Resources, ensures compliance of contract terms and Federal Acquisition Regulation (FAR) clauses incorporated into each contract.

Minimum Qualifications :

  • Bachelor's Degree in Accounting required
  • Experience with FAR compliance and contract administration required.
  • Minimum of 7 years experience in Accounting or Finance related fields; prior supervisory experience required.
  • Strongly desire experience with DOD government contracting standards and audits.
  • Must possess strong computer skills - MS Word, MS Excel, MS PowerPoint, MS SharePoint and automated accounting systems.
  • Excellent oral and written communications skills are a must.
  • Excellent organizational skills required.
