The NCIS team is searching for a Senior Active Directory Engineer to join their program in Quantico, VA. The Naval Criminal Investigative Service (NCIS) is an organization of approximately 2,000 personnel of which 700 serve at HQ and the remaining staff serve at offices worldwide. NCIS is the DON component with primary responsibility for criminal investigation, law enforcement (LE), counter-terrorism (CT), counterintelligence (CI), and cyber matters. NCIS not only has primary responsibility for all criminal investigative, CI, CT, and cyber matters within the DON, but it also has exclusive investigative jurisdiction in non-combat matters involving actual, potential, or suspected criminal, terrorism, sabotage, espionage, and subversive activities. NCIS provides the DON with threat status and warnings associated with terrorist, criminal, cyber, and counterintelligence activity throughout the world. NCIS is the only DON organization that has the information and responsibility to fuse and analyze the national intelligence and law enforcement information necessary to provide these warnings. The Information Technology Directorate (ITD) supports the NCIS core mission areas to investigate and defeat criminal, terrorist, and foreign intelligence threats by planning for and providing services through appropriate use of the people, equipment, technology, and infrastructure resources of the United States Navy and Marine Corps.

Responsibilities:




This position is part of the IT Technology Development division within the NCIS ITD organization. This position performs the following functions:
  • Support, implementation, and design services for Microsoft Active Directory (AD) and Windows-based systems across the enterprise, including directory and identity management solutions
  • Application of new solutions through research and collaboration with team and determines course of action for new application initiatives. Implements new software solutions as required by the customer
  • Core infrastructure technology duties including enterprise Microsoft AD and Windows file services architecture creation and management, global system security and policy configuration, and top-level support for enterprise-wide initiatives
  • Development, documentation, and enforcement of standards, security procedures, and controls for access to ensure integrity of Windows systems, AD, and related systems
  • Server virtualization technologies (preferably VMware)
  • Implementation and maintenance services and communications with AD recovery locations
  • Elevation of domain functional levels in Production environments

Qualifications:




Required experience and knowledge:
  • Experience with Microsoft Identity technologies, including AD, Windows File Services, and Group Policies
  • Expert knowledge and experience in the following:
    • Administering AD and GPOs
    • AD, ADFS, PKI in Windows Server 2008 R2, Windows Server 2012 R2
    • DNS, DHCP, WINS, DFS
    • Microsoft Exchange and SQL are preferred
    • Understanding of monitoring best practices
  • Extensive experience with infrastructure and server theories, principles and concepts; application infrastructure and standards, to include networking fundamentals, Windows, Physical Server architecture, Virtualization Technologies (i.e.: VMware) and LAN/WAN/Firewall/VPN network technologies
Basic QualificationsYears of experience: Minimum 7 years, in depth knowledge of and/or experience with Active Directory, Federation, Windows Server 2008 R2/2012 R2, Windows security, and related technologiesRequired education: Bachelor’s degree in a engineering/technical discipline (additional years of relevant experience may be considered, in lieu of degree)
  • Ability/history working in fast-paced environment with a proven engineering, development, deployment, and maintenance of business critical systems -- to include hands-on solutions development and implementation experience
  • Ability to translate technical issues into understandable business language for end users
  • Self-motivated, with keen attention to detail and excellent judgment skills
  • Ability to establish and document new standards for quality, performance or productivity
  • Ability to prioritize and drive to results with a high emphasis on quality
  • Excellent leadership, communication (both written and oral), organizational and interpersonal skills
  • Requires current DoD 8570 - IAT Level III (CISA, GCIH, GCED, CISSP [or Associate], or CASP CE) and OS cert (e.g., MCSE or equivalent)
  • Fully adjudicated activeTop Secret (TS) clearance is required to start, must be eligible to obtain SCI-level adjudication
