Job Description

POSITION TITLE: NETWORK ENGINEER
DIVISION: ADMINISTRATIVE SERVICES

POSITION STATEMENT

The Network Engineer ensures the efficient and effective design, management and administration of a complex and redundant network. The incumbent drives technical solutions through troubleshooting and implementation, requirements analysis, definition of system hardware and software solutions, definition of level and scope of integration and qualification testing, system qualification testing/integration testing of hardware and software. Provides technical recommendations, planning, and implementation of enhancements to improve functionality, security, stability and efficiency of the enterprise network infrastructure.

ESSENTIAL JOB FUNCTIONS

DUTIES AND RESPONSIBILITIES

Controlling/Network Operations 50%
• Manage and administer data communications infrastructure, including the ongoing monitoring, analysis and maintenance of SDWAN, MPLS, enterprise WiFi, and Fiber Internet networks, with a particular focus on Cisco and Aruba network equipment to ensure the Credit Union is tuned for optimum performance;
• Manage and administer Nexus and Catalyst core switches;
• Manage and administer Cisco Firepower NGFWs;
• Manage and administer site to site VPNs, Twice NAT, and ASA contexts using Cisco ASAs;
• Manage and administer vital internet connections;
• Design, manage and administer automatic failover and datacenter layer 2 spanning configurations such as BGP, OTV, and redundant physical and logical site to site VPNs using Cisco ASAs;
• Manage and administer Aruba corporate and guest WiFi;
• Manage and administer Cisco security platforms;
• Manage and administer Cisco VoIP Solution as it relates to the local and wide area networks;
• Plans, designs, administers, and implements infrastructure for configuring firewalls, routers, switches, load balancers and Core Switch;
• Manages and administers Cisco NGFWs for system security; reviews and updates firewall rules and policies;
• Manages and administers data security infrastructure and all aspects of policy enforcement including firewalls, DNS and proxy servers, and server-based security systems, patch management;
• Responsible for designing and implementing intrusion detection infrastructure and security policies;
• Solves complex problems in network operations;
• Performs network user additions, changes or deletions;
• Creates and maintains user and data directories, and administers access to directories;
• Supports remote users and administers Cisco AnyConnect VPN;
• Primary contact for all network related circuit orders with local carriers;
• Designs, manages, a NMS to monitor network performance and stability ;
• Develops training support materials to provide users with network and technical training;
• Serves as Level 3 Escalation lead for solving serious network problems that may affect operations to ensure optimum performance levels and data integrity are maintained; and
• Repairs and coordinates the repair of user access devices, communication equipment, or ATM's as needed;

Directing 20%

• Provides technical support and advice to managers and staff on all areas relating to data communications, internet and data security issues;
• Serves as technical lead with network providers regarding maintenance, installation or de-installation of data circuits and/or network support equipment;
• Represents One Nevada to third party maintenance for network hardware, software, and data-communications services;
• Leads and Directs security infrastructure design and implementation;
• Reports potential security breaches to security team and security steering committee;
• Participates in departmental meetings to review performance metrics, raise issues, solve problems, and implement improvements in process, tools, and working relationships;
• Actively participates in the information security awareness program as an instructor and content provider;
• Acts as point of contact for internet security provider; and
• Provides consulting, guidance and coordination to business units and departments on information security.
• Provides mentoring and guidance to other System Administrators, Telecommunications Administrator, Technical Support Specialist and Programmers.

Planning and Organizing 20%

• Coordinates the documentation of problems that occur during network operations, and the course of action taken to resolve the problem;
• Designs and makes recommendations of IT related products or services (Network, WAN/LAN, NMS, Security Systems, Routers, Firewalls, Switches, Load Balancers, etc.) including cost and risk analysis;
• Manages and gives advise and forecasts Cisco licensing and subscription needs;
• Serves as technical lead for reviewing and testing network system disaster recovery plans;
• Serves as technical lead in the evaluation of technical solutions for their compatibility with current operating environments, makes purchasing recommendations, and provides RFP documentation;
• Coordinates the change control process for all network installations;
• Analyzes ongoing business requirements in relation to its network, internet and data security infrastructures and make recommendations with regard to future requirements, including the preparation of project proposals and budget estimates for capital and expenditure items;
• Keeps current on security technologies and as part of a continuous improvement process:
• Documents security policies, guidelines, procedures and best practices.

Administration 10%

• Coordinates the preparation, review and distribution of monthly management reports on security, network performance, WAN performance statistics and any other requested management reports;
• Administers monthly security review of firewalls, switches, and routers;
• Plans and manages the implementation of new and upgraded network, internet, and data security infrastructures, including the preparation of detailed project plans;
• Plans and recommends designs and testing for network Disaster Recovery;
• Provides documentation of business recovery strategies for hardware and software;
• Assist in the development of policies, procedures and guidelines relating to information technology, especially in relation to network, data security and the Internet;
• Develops and maintains documentation necessary for the efficient operation of the Credit Union’s network, internet and data security infrastructures;
• Drafts and types various forms and correspondence;
• Performs investigations into network intrusions and access control violations;
• Performs software bug and patch analysis, planning, and implementation;
• Coordinates and/or performs physical security, OS/APP hardening, messaging security, remote access, and e-commerce security; and
• Performs other duties as assigned.

SCOPE AND EFFECT

Errors in judgment could result in loss of system availability, severe loss of functionality, poor service to Credit Union members and staff, inaccurate records, and/or misallocation of time and money. Routine decisions are made within established guidelines with major decisions reviewed by the Manager of Network Services.

SUPERVISION RECEIVED

Works under limited direction. The Manager of Network Services determines priorities, projects and procedures. Progress is monitored daily by site review, verbal updates, and status reports. Guidance and direction are available from the Manager of Network Services as well as established guidelines and procedures.

QUALIFICATIONS

Knowledge, Skills, and Abilities
• Ability to perform all duties and meet all requirements of Systems Network Engineer position;
• Expert knowledge of local and wide-area networking principles and current practices in the design and management of data communications for local and wide-area networks in an enterprise;
• Expert working knowledge of protocols and features of SDWAN, BGP, OSPF, VRFs, Twice NAT, ACLs, HSRP, NGFWs, VPC/etherchannel, OTV, VLANs and subnetting;
• Expert knowledge of physical networking and redundancy best practices;
• Advanced skills in the management and administration of an enterprise network infrastructure, including network analysis and design, specification, installation and configuration of network devices;
• Advanced skill level with the installation and operation of a personal computer with Internet/Intranet, operating system, word processing, spreadsheet, presentation software, calendar, and scheduling software;
• Advanced skill level in system administration tools, processes and practices;
• Advanced skill in the detection and resolution of operational problems with personal computers, servers, and their peripherals;
• Thorough working knowledge of Microsoft Windows and Linux, as they relate to networking;
• Thorough working knowledge of Microsoft Azure and other cloud platforms, as they relate to networking;
• Thorough working knowledge with TCP/IP, VPN, DNS, DHCP, Active Directory, and other common network protocols and applications;
• Thorough working knowledge in administration and monitoring of network/server security such as firewalls and intrusion detection;
• Thorough working knowledge and understanding of contemporary data security issues as well as the methods, procedures and systems designed to address these issues;
• Knowledge of PHP and/or Python;
• Knowledge of BGP-EVPN;
• Knowledge of switches and Cisco network cabling;
• Skill in the management and administration of internet infrastructure;
• Demonstrated skill in the management and administration of data secure infrastructure, including the design and implementation of firewalls;
• Skill in implementing wireless networking;
• Ability to effectively communicate verbally and in writing, to include negotiation skills and the ability to develop reports, policies, procedures, and system documentation at a professional level for both technical and non-technical audiences;
• Demonstrated ability to be organized, responsive and maintain workflow under strict timelines, and the ability to coordinate multiple activities and projects simultaneously, and prioritize work;
• Must be able to relate appropriately to other people beyond giving and receiving instructions: (a) can get along with co-workers or peers without exhibiting behavioral extremes; (b) perform work activities requiring negotiating, instruction, and communicating with others; and (c) respond appropriately to constructive feedback from a supervisor; and
• Ability to maintain regularly scheduled attendance.

EDUCATION AND EXPERIENCE

Combination of education and experience equivalent to a bachelor’s degree in computer science or related discipline and six plus years’ experience administering networks in a medium to large-scale, multi-platform information technology environment. CCNP and/or CCNA certification preferred.
