Nuclear Research and Development Program Analyst

Leidos has an immediate need for a Nuclear Research and Development (R&D) Program Analyst to provide on-site programmatic support to the National Nuclear Security Administration s (NNSA) nuclear R&D federal program managers. This is a full-time, on-site position located in the Washington DC NNSA office.
Work closely with the R&D program headquarters staff and the Administrator and Deputy Administrator s offices, to address assigned tasks and submit responses within deadlines.
Coordinate tasks completion with other on-site and remote technical support contractors and subject matter experts to complete assignments.
Understand the programs and functions of the R&D mission.
Use NNSA and office R&D-specific project management tools, i.e., webPMIS, etc.
Research, draft, and coordinate strategic communications to include talking points, briefing papers, Congressional testimony and reports, annual reports, press releases; and management plans.
Coordinate data collection from numerous partner organizations, including the national laboratories.
Facilitate meetings with international and university partners.
Analyze policy and legal proposals to determine their impact on office equities.
Pass performance-based exams to become an Authorized Derivative Classifier at DOE/NNSA on topics related to intelligence, arms control, and nonproliferation.
Must have an active DOE Q clearance or a DoD Top Secret clearance.
Must have the ability to be read into Secure Compartmented Information (SCI).
A minimum of 8 years of professional experience, some of which in a team leadership position.
Bachelor s degree from an accredited university in a related technical discipline (e.g., engineering, physics, or chemistry).
Familiarity with nonproliferation topics such as treaties (e.g., the NPT, CTBT), institutions (e.g., IAEA, CTBTO) and practices (safeguards, monitoring, and verification).
General awareness and understanding of the nuclear fuel cycle and of nuclear weapons technology.
Excellent written and verbal communication skills.
Experience developing program-wide strategic documents, action and management plans, and briefing papers for senior intra- and inter-agency leadership.
Ability to meet deadlines and track and follow-through on multiple often unanticipated daily, weekly, and monthly tasks.
Proficiency in the Microsoft Office suite with particular emphasis on spreadsheet, word processing and presentation applications (MS Excel, Word and PowerPoint).
Master s degree from an accredited university in a related technical discipline (e.g., engineering, physics, or chemistry).
Certification as a Project Management Professional from the Project Management Institute (PMI).
Familiarity with the mission and function of DOE/NNSA, including its budget cycle and financial tracking systems, as well as its classified matter protection and control policies.
Knowledge of U.S. government strategic documents for national security, nuclear posture, nuclear nonproliferation, and radiation detection.
