The Virginia Department of State Police is seeking qualified applicants for a OEBS Coordinator position in the Information and Communication Technologies Division, located in North Chesterfield,
Virginia. This is an Exempt position; therefore; it is excluded from the provisions of the Fair Labor Standards Act due to the nature of the duties and responsibilities.

NOTE: This position represents the average statewide salary for this position. Actual compensation is based on candidate*s specific knowledge, skill, abilities, experience, and education as related to
this particular position.

DUTIES:

* System changes and new implementations provide for an integrated solution of the Oracle eBusiness Suite.
* User approval is obtained after system implementations and changes.
* System runs reliably and consistently.
* System meets all state accounting, human resources, and auditing requirements.
* Applications are effectively monitored.
* Corrective measures are implemented.
* Production issues are resolved timely and accurately.
* Applications efficiencies are achieved.
* Supervisor and stakeholders are kept advised of issues and resolutions.
* Programs and program modifications are completed timely and accurately.
* Rollout Plan is completed as defined by the HR project.
* Good working knowledge of business areas is developed and used to provide effective support for business initiatives.
* Develops system design from the conceptual process, data, and technical requirements.
* Ensures established CoV, VSP, and Oracle standards are being followed in the design and development of the system.
* New system operations* functions are automated and do not require operator support.
* Ensures system development follows what is proposed in the design.
* Conducts and ensures completion of unit testing.
* Coding, testing & debugging of scripts, conversion API's and packages as defined by the HR project are complete including: customization of existing forms or creation of new forms using Oracle
Forms and JDeveloper; creation of packages, procedures, functions, synonyms, tables, views, cursors, indexes, database links, and triggers; data migration activities of Core HR/Self-Service through
conversion scripts (like personal, assignment, job, position, grade, qualifications, phones, SIT's, element entry, pay proposals); performance tuning and creation of views; and development of new reports
using Reports (Xml publisher, pdf Reports, Discoverer).
* Handling Configuration management related activities as defined by the HR project are complete including: workflow and email notification; setup of flexfields and value sets including jobs,
positions, grades, quick codes, and global values; definition of new users, responsibilities and assignment of responsibilities; and definition of Request Groups, functions, menus, and assigning request
groups to users.
* Cross-training is planned and performed.
* Critical duties are documented and a backup person is identified to allow continuity of operations during absences of key staff.
* User training is performed.
* Knowledge in latest technologies and related is attached, applied to benefit VSP, and shared with other staff.

* Performs other duties as may be assigned by Department managers/supervisors.
* Maintains familiarity with the VSP COOP Plan and specific duties and responsibilities of Continuation Team members. Participates in COOP training and exercises as assigned. If designated,
maintains a COOP go-kit in accordance with the COOP Manual.

QUALIFICATIONS:

* Considerable knowledge and experience with Oracle Applications Framework including JDeveloper and systems analysis, design, development, and application problem resolution and support; and
of technical knowledge of automated financial systems such as general ledger (GL), accounts payable (AP), human resources (HR), Windows operating systems, Oracle databases and commands, and
system processes and production workflows.
* Demonstrated ability to define user requirements, design and develop solutions, and prepare complex documents including program specifications; to provide ongoing technical support, design,
documentation, and implementation of various data flow processes and solutions for Oracle EBS application; to set up and maintain application security, responsibilities and roles; to develop guidelines,
checklists, procedures, and training documentation as required; to provide communication on change management, and ongoing maintenance; to coordinate between clients and internal Information
Technology enterprise support to ensure compliance; to actively communicate with internal team members, management and end users; to work independently and interact effectively in a team
environment; to communicate and interact effectively with management, users, information technology personnel, and vendors in English both orally, and in writing.
* High School Diploma or GED and an equivalent combination of training and experience related to the duties of the position required.
* Graduation from an accredited college or university with major study in Computer Science, Information Systems, or related field, and with course work in Accounting preferred.
* Experience with Oracle applications required.
* Expertise with Oracle eBusiness Suite, GL, AP, and HR modules and PL/SQL highly desirable.

Elements of the selection process for this position will also include the screening of applications; interviewing of qualified candidates; and salary negotiations. The pre-employment process can take
