Job Description


By Light is seeking a Project Manager with Outside Plant and Fiber Construction experience to join our team supporting a DOD customer.


  • Manage the OSP projects by leading different internal departments, vendor management and main point of contact
  • Must have comprehensive knowledge of manholes/handholes and conduits to determine cable capacities and availability of paths
  • Managing the survey/assessment, pre-construction and construction phases of the OSP project - deliver on time, on budget, within quality and safety standards
  • Resolution of OSP Construction/Design issues
  • Support survey and pre-construction site walks, site visits, punch walks and construction closeout
  • Provide direction to general contractors, sub-contractors and crews
  • Planning and implementation of OSP projects
  • Develop project plans, budgets and schedules
  • Estimate new OSP network development projects
  • Ensure construction vendors are adhering to schedule
  • Manage relationships with municipalities, utilities, etc.
  • Designs and Implement commercial and carrier fiber networks, infrastructure, backbone and lateral builds
  • Oversees procurement of equipment and materials related to the assigned projects
  • Executes Bid Process, inclusive of budgetary requirement
  • Verify and update project documentation
  • Timely tracking of project progress and budget. Ability to report status to both leadership and customers
  • Timely update of budget requests, purchase orders, project close out and internal service orders
  • Must be able to manage multiple RFP and design construction schedules and responses
  • Must be able to understand and read OSP construction documents
  • Familiar with all facets of OSP management, including quoting, construction and delivery
  • Support the implementation of engineering processes that provide for timely and appropriate integration of all engineering disciplines to ensure a network system design that meets all requirements
  • Identifies problems and risk areas and mitigates their impact
  • Performs technical design reviews
  • Provides functional guidance, supervision, technical support, training and quality assurance/quality control to Associate and Intermediate personnel
  • Supports senior staff as required and ensures customer requirements and project milestones are met

Required Experience/Qualifications

  • At least 10 years of relevant OSP (aerial and underground) experience
  • In-Depth working knowledge of OSP, Manholes/Handholes, Geographic Information System mapping, and OSP Insight
  • Working knowledge Microsoft Office Tools; specifically, Visio & Excel
  • Excellent communication, effective leadership and interpersonal skills

Preferred Experience/Qualifications

  • Experience working with DISA is highly desired
  • Working knowledge of National Electrical Safety Code (NESC), NEC 2001, TIA J-STD-607 (2002a)
  • Working knowledge of Rural Utilities Service codes (RUS)
  • Experience with telecommunication architectures
  • BICSI Certification is desired but not required
  • Working knowledge of AC/DC Power systems and grounding
  • OEM networking certifications is desired but not required
  • Bachelor's Degree or higher is desired but not required

Special Requirements/Security Clearance

  • Travel: 20-50% - OCONUS travel may be required
  • Minimum DOD Secret eligibility required
