Job Description


Northrop Grumman Technology Services is seeking a Joint Operations Manager 2 to support the Department of State (DoS) Enterprise Network Management Operations Center (ENMOC). The ENMOC operation provides 7x24x365 monitoring and control of the unclassified and classified networks connecting DoS facilities worldwide. The position is responsible for leading daily operations and planning/executing fielding of new capabilities, while ensuring all SLAs are met. The Joint Operations Manager is responsible for leading 2 Senior Shift leads who oversee 22 network engineers and 14 Active Directory engineers respectively; including: subcontractors, of all levels and is ultimately responsible for the successful support and completion of all work efforts. Additionally, the Joint Operations Manager will provide technical direction in multiple areas and plan, direct and coordinate the activities of assigned personnel. Lastly, the Network Operations Manager must maintain an in-depth knowledge of the government's computer network, applications, standards, and practices. This position will be located in Beltsville, MD. Roles & Responsibilities:


* Manage activities to monitor and manage infrastructure devices 24x7x365, provide routine and continuous monitoring, configuration management and Tier 2/3 Support


* Maintain situational awareness of all operational issues, then correctly and accurately communicate that awareness across multiple levels of management and technical support groups.


* Be responsive to the customer and other functional groups requests and questions.


* Responsible for a staff of 2 Senior Shift leads with employees reporting up covering three shifts, 7 days per week.


* Maintain a full understanding of the operational workload and review the work of operational engineers in order to oversee and recognize deficiencies and implement effective solutions.


* Manage all major incidents to ensure systems uptime and stability are maintained at the highest level


* Accountable for performance metrics, Service Level Agreements (SLAs), status reporting, daily communications and meeting customer satisfaction requirements


* Ensure process and procedures are followed and documentation is completed when new services are deployed


* Identify process and procedures that are missing and continually seeks ways to improve services


* Maintain frequent contact with internal personnel and outside customer representatives at various management levels concerning operations


* Provide leadership, mentoring, and coaching to shift leads and engineers


* Communicate policies where appropriate


* Address all issues related to customer service performance, achievement, quality of life, morale, problem solving and teamwork for contract engineers


* Continually assess staff performance to proactively reward outstanding performers and address poor performers.

Qualifications

Basic Qualifications:


To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:


* Bachelor's in a technical discipline and 10 years of experience. An additional 4 years of experience may be substituted in lieu of degree.


* Proven leadership experience and ability to work efficiently with end users, operational support and development teams comprised of government customers and contractors.


* Demonstrated ability to execute against established Service Level Agreements.


* Demonstrated experience working on Business Development tasks


* Demonstrated excellent customer engagement skills


* Proven ability to develop teams to maintain currency with evolving technologies and requirements


* Self-starter who can take the lead on assigned tasks


* Proactive leader who can motivate a team


* Excellent interpersonal, oral and written communication skills


* ITIL Foundations trained


* Must have a Secret Clearance with the ability to obtain an Interim Top Secret Clearance.

Preferred Qualifications:


Candidates with these desired skills will be given preferential consideration:


* PMI PMP certification


* ITIL Intermediate or Expert certification
