Under general direction, formulates and defines system scope and objectives through research and fact-finding to develop or modify moderately complex information systems. Exercises analytical techniques when gathering information from users, defining work problems, designing a system of computer programs, and developing procedures to resolve the problems. Prepares detailed specifications from which programs will be written. Develops and modifies complex systems and develops subsystems to enhance the overall operational system. Analyzes and revises existing system logic difficulties and documentation as necessary. Analyzes methods of approach. Reviews task proposal requirements, gathers information, analyzes data, prepares project synopses, compares alternatives, prepares specifications for programs, resolves processing problems, coordinates work with programmers, and orients users to new systems. Competent to work on routine systems analysis activities, but requires instruction and guidance in complex activities.
Technical knowledge of Oracle Forms and Reports, libraries, objects, menus JAVA, SOA, WEBSERVICES, Oracle SQL, PL/SQL Expertise in Web Services (incl. security), SOA, Event-Driven architectures, JSF, Spring, MVC framework, JPA, Amazon S3, WAS, Tomcat Unit testing frameworks Load Testing frameworks: JMeter, LoadRunner, Selenium Databases: Oracle Application servers: WebSphere, WebLogic, JBoss, Tomcat Technical expertise in writing and tuning complex SQL Queries. Knowledge of the Unix operating system and shell scripting Technical expertise of Oracle database objects, triggers, packages, functions, procedures, tables etc. Ability to create and execute test plans against customer requirements, to thoroughly test application Knowledge of software tools to manage application development and testing – Toad, SQL Developer, Ability to lead / mentor junior developers on development projects Familiarity with Agile/Scrum processes and management tools such as VersionOne. Knowledge of and experience in an IT Service management System (preferably ServiceNow) and ITIL processes
• A minimum of three (3) years experience in software development and/or related field; • A degree from an accredited College/University in Software Engineering, Computer Science, or related discipline is preferred; • Able to perform all functional duties independently on high-visibility programs, or mission critical aspects of a given program; • Able to oversee the efforts of direct reporting resources and/or be responsible for the efforts of all staff assigned to a specific job; • Experience training, mentoring, and providing technical direction to less experienced personnel; • Extensive experience with designing, coding, testing, degugging and documenting software solutions to complex problems concerning computer equipment capacity and limitations, operating time and form of desired results; • Extensive experience analyzing complex business applications, developing block diagrams and logic flow charts, and translating detailed design into software; • Extensive experience with performance tuning software to reduce execution time or improve efficiency; • Extensive experience authoring or contributing to both program-level and user-level software-related documentation such as requirements specifications, design documents, technical manuals, and user manuals; • Able to obtain Postal clearance; • Excellent communication skills.
