Overview

This Program Scheduler will support the Army General Fund Enterprise Business Systems (GFEBS) in the Sensitive Activities (GFEBS-SA) portfolio. GFEBS-SA operates in a secure and classified environment and offers the functionality of GFEBS. It will enable the final retirement of expensive and outdated legacy core financial systems, including the Standard Operations and Maintenance, Army Research and Development System (SOMARDS) and the Standard Finance Systems (STANFINS). GFEBS-SA will integrate seamlessly with GFEBS and provide secure, web-based, real time data accessible to the U.S. Army Special Operations Command (USASOC), and other Army classified, intelligence and special access program (SAP) activities.

Serves as Program Scheduler supporting the Government PM on all aspects of schedule management in support of program planning and execution, to include supporting schedule risk management and schedule reporting. Possesses experience in leading and performing schedule activities throughout the program life cycle with focus on program planning, program execution, management controls, analyses, and reporting that contribute to product development, achievement of program milestones, and advising and informing leadership.

Responsibilities

  • Candidate should have understanding of information technology and project management. Demonstrated leadership abilities, formal education, and/or extensive experience with major software implementations. Demonstrated skills in written and oral communications.
  • Must be able to manage multiple tasks/priorities concurrently. Proficient in scheduling tools such as MS Project
  • Strong interpersonal skills and ability to work both independently and in a team environment
  • Ability to maintain flexible work hours (work hours are consistent but occasional ad hoc requirements may necessitate flexible hours
  • Prepare Integrated Master Schedule (IMS) products in accordance with industry best practices
  • Ensures that schedules are resource-loaded, contain predecessors / successor relationships, depict a critical path, align with the program / project work breakdown structure (WBS), and indicate status of each task
  • Maintain the program / project IMSs as the day-to-day tool for planning, executing, and tracking program technical, schedule, and cost status, including risk mitigation efforts.
  • Analyze schedules against contract dates
  • Conduct critical path and risk analyses
  • Ensure each program/project IMS encompasses all deliverables and resources required within the scope of the project
  • Apply acquisition and program management principles to support program planning throughout the program life cycle
  • Support the development of project plans that are both synchronized and integrated across the portfolio
  • Crosswalk/compare IMS against other programs
  • Lead/participate in IMS reviews of risks and issues in coordination with Contractor, Functional, and PMO Government teams
  • Determine the impact of proposed changes to project schedules, project operations, resources, and modifications
  • Review all outputs of draft/final schedules for completeness and technical accuracy, ensuring scope of project is adequately captured and compliance with Federal / Department of Defense (DoD) scheduling best practices is met
  • Produce weekly IMS status reports
  • Develop and present corrective action plans and mitigation strategies based on schedule risk assessment, project health, and critical path analysis
  • Create schedule graphics for multiple briefings that helped to portray the tasks, events, and their associated dependencies in a more comprehensible format
  • Integrate and coordinate schedule activities


Qualifications

  • Active Secret Clearance Required
  • Bachelor's Degree, Master's preferred
  • Schedule experience in an ERP program preferred
  • PMP preferred
