Job Description

Title:  Psychometrician

Location:  Columbia, MD or within commuting distance

Summary of Role:  The Psychometrician is a subject matter expert who will oversee and implement psychometric procedures for educational testing programs, assuring the veracity of data, and analytical methods and results.  The Psychometrician will provide highly specialized services in student assessment including the design, administration, and interpretation of quantitative and qualitative testing of student knowledge.  The Psychometrician shall work in Columbia, MD, in the offices of A P Ventures as part of an instructional design team providing support to the Federal Emergency Management Agency (FEMA).  The Psychometrician may be required to travel up to 10% to periodic meetings at FEMA in Washington, DC, and FEMA training facilities in Maryland, Alabama, and other locations in the continental U.S. 

Duties and Responsibilities:  The successful candidate will:

  • Plan, prioritize, implement, manage, and monitor all psychometric and technical requirements supporting the contract, ensuring requirements are fully integrated into the project management plan
  • Design and develop new assessments, and revise assessments, to support the learning objectives of designated courses in collaboration with government and contractor content experts
  • Pilot new/revised assessments with designated representative populations of students, analyze resulting data to improve the assessments
  • Meet professional obligations through efficient work habits such as, meeting deadlines, honoring schedules, coordinating resources and meetings in an effective and timely manner, and demonstrating respect for others
  • All work responsibilities are subject to performance goals and timelines as established by APV’s PM
  • Serve as a resource to APV for psychometric issues


  • Bachelor’s degree in mathematics, statistics, quantitative analysis, educational measurement, or a closely related field; Master’s degree preferred

Required Skills:

  • 10 or more years of demonstrated experience as a Psychometrician delivering student assessment instruments for classroom and computer/web-based use cases
  • Expertise in the use of statistical analysis software
  • Comfortable presenting recommendations and/or results of analyses to government officials
  • Skilled with Microsoft Office products, especially Word, Excel, Project, and PowerPoint
