Job Description


As a Public Financial Management Specialist within our team you will be required to:


  • Work with Deloitte's international donor account to grow our PFM portfolio
  • Work in and lead teams to respond to USAID RFPs and Task Orders in a compliant and compelling manner
  • Display excellent proposal writing skills, resume review and tailoring to RFP requirements
  • Draw upon your existing network of PFM and Economic Growth colleagues to participate in proposals and project implementation
  • Travel to USAID Mission countries for intelligence gathering, staffing, and consortium building
  • Be based in Arlington Virginia full time on staff

Qualifications


Required


  • University degree in related field (public administration, finance, economics)
  • Minimum of 10 years of relevant technical experience providing advisory services in public financial management to the Ministry of Finance in a variety of countries
  • Minimum of 15 years of professional experience in relevant subject areas including revenue mobilization, budgeting, forecasting, fiscal policy, fiscal decentralization, public sector planning, taxation and revenue management, and governance
  • Success implementing processes and leading capacity-building efforts to strengthen institutional financial management at national and regional government levels
  • Demonstrated experience working with senior government officials on public finance related initiatives
  • Demonstrated experience designing PFM training materials or manuals, and supporting in capacity building programs for MoF officials
  • Familiarity with responding to and compiling compliant responses to USAID Requests for Proposals particularly in the Economic Growth sector
  • Understanding of recent USAID thinking on PFM reforms including expanded domestic resource mobilization, innovative finance, expenditure management issues.
  • Professional fluency in English
  • Excellent written and verbal communication skills

Preferred:


  • Post-graduate qualification in finance, economics, or other relevant fields
  • Demonstrated experience working on donor funded projects with USAID, DFID, ADB, World Bank, etc.
