Job Title: Regional Virtual Health Functional Analyst

Location: San Diego, CA

Duration : Long term with Sparksoft

 

The Virtual Health (VH) Functional Analyst shall provide project management, health informatics, analysis, data management, and project management support to sustain the operational computing environment for Naval Medical Forces Pacific (MEDPAC).  The Functional Analyst shall assist customers in process optimization, workflow design, documentation, multi-project knowledge management, project planning and status tracking, and meeting support.  Such support will include moderate metrics and data analysts and product distribution.

The Functional Analyst will participate in the refinement, customization, and instruction of multiple VH initiatives and modalities.  They will facilitate process and workflow design with provided Subject Matter Experts (SMEs) to manage VH encounters within Department of Defense, Navy Medicine, and The Joint Commission guidelines.  Training may be in-person, hybrid, or virtual.

The Functional Analyst will advise on the development, posting, maintenance and content for VH web/Share Point/milSuite and other DoD-associated sites, when appropriate.  This includes assistance with identifying content for providers, content management, and referencing any social media-type tools associated with the platform. 

The Functional Analyst will primarily work supporting MEDPAC headquarters.  The Functional Analyst works in a matrix organizational structure with large amounts of team-based projects.  The Functional Analyst is expected to travel periodically to Navy MTFs in CONUS and OCONUS. Travelers are expected to travel in accordance to the Joint Travel Regulations (JTR) standards and with prior written approval by the PMO before final schedules are completed.

VH Functional Analyst typical responsibilities include, but are not limited to the following:

  • Performs analysis, development, and review of program administrative operating procedures
  • Supports one or more Project Managers and Regional leads
  • Coordinates with Regional, BUMED, Medical Treatment Facility, other Regional VH staff
  • Coordinates with Regional staff and SMEs of varying professions and domains
  • Coordinates with MTF providers, clinical and administrative staff
  • Coordinates with operational medical staff and leaders
  • Performs document management, versioning, and routing/coordination of draft documents
  • Facilitates knowledge management by collecting and distilling lessons learned and best practices
  • Provides meeting support including meeting coordination, conference reservation, slide preparation/coordination, meeting materials readiness, attendance, minutes support, and action item tracking [drafted for PM approval]
  • Generates marketing materials
  • Approved social media management (e.g., milSuite)
  • Develops guides and support materials for VH
  • Documents workstreams and business processes
  • Researches commercial and other federal practices
  • Conducts literature searches for issues and practices
  • Prepares status report updates
  • Facilitates coordination and status meetings
  • Prioritizes, refers, and supports Project needs in the absence of the Project Manager (to the extent possible/practical)
  • Supports and coordinates In Progress Reviews, Program Reviews, and similar events
  • Collates and analyzes non-centrally pulled metrics and outcomes
  • Prepares report specifications for new content and coding including preparation of “how to’s” and guides
  • Maintains key point of contact and stakeholder information
  • Maintains VH directory
  • Supports Regional VH site and assist visits to MTFs and clinics
  • Facilitates complex issues to reach consensus within regulations
  • Supports troubleshooting of VH process issues (non-technical)
  • Requires capacity to be analytical in nature, able to navigate fine nuances in organizational/stakeholder interpretation and multi-organizational regulatory guidance. Comfortable in high complexity projects and processes
  • Operates highly independently with little oversight and on multiple simultaneous priorities

Basic Qualifications/Skills Required:

  • Active SECRET clearance
  • Bachelor’s degree healthcare, management, or related field from an accredited college or university that meets above requirements for this position. Education must demonstrate the knowledge, skills, and abilities necessary to do the work.
  • DoD Healthcare and/or clinical experience
  • Past performance as a Functional Analyst or in virtual health/telemedicine
  • Exceptional time management/organization skills
  • Advanced proficiency in all of MS Office (Word, Excel, Outlook, PowerPoint, Visio) including pivot tables

Preferred Qualifications/Skills:

  • Past military experience
  • Health informatics experience

Travel and Worksite:

  • Position expectation is onsite 100% in Pacific Region: San Diego. Must be capable of telework on Government furnished equipment to DHA/Navy standards with appropriate approvals. Must be capable to support 100% telework in special situations.
  • Position expectation includes 10% travel including international, with advanced notice
