Overview:




CSRA seeks a Business Analyst with the ability to lead a team of business analysts to support the Department of State’s Worldwide Refugee Admissions Processing System (WRAPS). The Requirements team consists of five business analysts responsible for owning high-level requirements specifications based on information elicited from stakeholders and translated to larger conceptual development themes which they add more detailed requirements to as the feature moves closer to development. Requirements analysts work closely with Design Analysts to create highly usable web applications that streamline refugee processing case work. The analyst own their functionality and follow it through the full software development lifecycle from requirements gathering to User Acceptance Testing of specific functionality.


The RPC Analyst team is currently transitioning from supporting a waterfall Software Lifecycle (SLC) process to an agile SLC. Senior Analysts interested in this position should have experience working with a multi-skill level team (functional and technical), to transform requirements elicitation and documentation from the waterfall to the agile approach. The Sr. Analyst will need excellent communication skills and be able to tactically and strategically manage a team of analysts. Requires US citizenship and an Active SECRET or Top Secret clearance

Responsibilities:





  • Provide daily/ weekly task management and follow-up for business analysts
  • Coaching of analysts to assist with professional development while achieving organizational goals.
  • Development of innovative, forward thinking processes to continuously improve analyst’s practices.
  • Provide support for production issues as it relates to application behavior from a requirements point of view.
  • Produce accurate and concise detailed requirements documents for use by software developers and testers, including:
  • Narrative, graphical overview and scenarios that demonstrate the capabilities and usage of the software
  • Business process & application workflows
  • User stories and or use cases
  • Business rules, assumptions and constraints for software development
  • Analyzing and summarizing complex information into simple elements
  • Analyze, draft, review and document non-functional requirements with the Software Development team.
  • Collaborate with developers , database administrators, business intelligence developers, and other personnel to help them translate desired business value into technical implementation approaches
  • Work throughout the full development process to ensure systems are planned, developed, tested, and maintained to provide maximum value to stakeholders
  • Schedule, plan, and lead team and client meetings, deliver presentations to technical and non-technical stakeholder groups, facilitate discussions, and build consensus.
  • Be proactive in discovering and resolving technical and functional issues.
  • Work within a team to encourage creative, innovative thinking.
  • Take ownership of tasks, and perform with minimal supervision.

Qualifications:




Required Qualifications
  • Broad experience in managing and coaching team members.
  • Experience leading meetings, presenting in front of groups, communicating concepts to both operational and technical participants, and producing meeting minutes
  • Experience drafting formal software and system requirements artifacts
  • Broad experience in documenting requirements for complex, multi-tier, web-based, database-driven software applications with emphasis on delivering functionality with the best user experience
  • Strong skills in MS Office applications (Word, Excel, Visio)
  • Experience producing process flow diagrams, activity diagrams, sequence diagrams, use cases and user stories.
  • Excellent writing skills and command of the English language are critical
  • Bachelor’s degree preferred
Desired Qualifications
  • BA or equivalent + 6 yrs related experience, or MA + 4 yrs related experience
  • Experience with gathering, analyzing, and eliciting business and technical requirements
  • Highly organized, motivated, and self-directed (takes initiative)
  • Experience working with non-native English speakers.
  • Ability to formulate clear, concise questions to minimize time spent with SMEs while gathering details
  • Experience with creating and managing requirements artifacts and templates such as Functional, Technical, System Requirements Documents and Requirements Traceability Matrices
  • Experience working with business processes and re-engineering
  • Experience developing Use Cases, Shall Statements, Flow Diagrams, Activity Diagrams, and UML Diagrams
  • Proficiency in creating clear, simple, unambiguous and testable acceptance criteria
  • Ability to contribute to GUI design based on user requirements
  • Experience creating requirements with diverse stakeholder communities
  • Experience with JIRA or other Agile tracking software
