Job Description

Data Systems Analysts, Inc. is searching for a Senior Budget Analyst that can integrate tightly into a Government team where the individual staff members are all expert in their subject areas. This position requires a budget/financial analyst who can develop, evaluate, and analyze cost models, estimates, budgets, spend plans, business cases, and performance metrics for the client's projects and initiatives, quickly adapt to rapidly changing priorities, identify and help develop integration between various efforts; experienced in identifying the customer base from which to gather clear, concise requirements and legacy costs, and can provide tactical and strategic analysis of changes to be considered on activity prioritization and impact on other Government work priorities. This Role is contingent upon award!

The budget/financial analyst, closely integrated with the Government financial/budget counterparts, will have primary ownership of the project deliverables and will monitor cost, schedule, and performance using tools like Microsoft Excel, Project, Defense Agencies Initiative (DAI) financial software, BCM, and other analytical software tools and have daily interactions with subject matter experts, schedulers, and program acquisition managers and will provide day-to-day updates to the Program Manager.

This work is expected to be accomplished from a Ft Meade, MD Government location with potential infrequent local travel.
Required:
Experience leading a budget analyst team supporting a high visibility DoD program
Understanding of various cost estimating methodologies and the correct application of those methodologies
Knowledge of Defense Working Capital Fund and experience developing cost estimates to move programs to cost recovery
Experience in reviewing and validating cost estimates identifying potential shortfalls in the WBS/funding structure
Demonstrated knowledge of the entire Planning, Programming Budget Execution (PPBE) lifecycle
Demonstrated knowledge of coupling strategic planning with annual budgets in order to show the budgetary and out-year sustainment tail impact of execution year funding decisions
Experience identifying and collecting the financial data to support responses to Congressional Inquiries
Experience developing impact statements regarding POM or Mid-Year funding reductions
Demonstrated experience developing and analyzing cost and schedule risk-adjusted life-cycle cost estimates (LCCEs), Independent Government Cost Estimates (IGCEs), Business Case Analyses (BCAs), Analysis of Alternatives (AoAs), program office estimates, and other cost analyses
Demonstrated ability to brief executive leadership on program cost positions, impact of budget changes on supported programs, and other cost issues
Understanding of how Will Cost and Should Cost are implemented and used in the DoD
3+ years of experience with cost estimation
Experience with Microsoft Office, including Excel, Word, and Outlook
Ability to critically assess data and communicate priority findings to teams
Ability to work with multi-stakeholder, technical, and matrixed organizational environment
Ability to work under minimal supervision and manage client and team relationships
Experience supporting programs and contracts within the DoD
Experience ensuring work products are in compliance with Office of Management and Budget (OMB) regulatory guidelines and processes, Better Buying Power guidance and processes, and Will Cost guidance and processes
Experience working with diverse teams of contractors
Experience with DoD acquisition and support of major milestones
Ability to be flexible, show initiative and innovation, and deal with ambiguous and fast-paced situations
Possession of excellent data gathering, analytical, and problem-solving skills
Possession of excellent oral and written communication skills

CLEARANCE REQUIREMENTS IS A TS AND EDUCATION AND CERTS REQUIREMENTS:
3 to 5 years with a bachelors degree and a DoD Financial Management Certificate or 5-7 years with Associates and a DoD Financial Management Certificate
