CSRA is seeking a Senior Continuous Integration and Deployment Engineer to work with Software Development teams at the National Library of Medicine (NLM) to design and implement the Continuous Integration processes for over 80 software applications. NLM's Application Branch of about 50+ engineers are supporting the mission of NLM to be the nation's primary library supporting biomedical schools across the US. This team is responsible for approximately 80 software applications - both legacy and new development, custom and COTS products; creating a virtualized / indexed library of information within these software products.


  • Design and implement the Continuous Integration process for all NLM OCCS supported applications.
  • Be a technical lead for Continuous Integration and deployment projects for the NLM
  • Redesign existing development workflow and modernize the technology stack. Advice and train developers to use software tracking tools like JIRA, and Configuration Integration tools like Bamboo and Teamcity.
  • Instilling the Continuous Integration practice on developers.
  • As it pertains to Continuous Integration and Deployment automation, performs regular security related activities required for internal NIH/HHS security compliance
  • Design and implement an application that tracks OMB HTTPS compliance for all NIH public facing applications.
  • Design and implement a single sign-on solution for all NLM OCCS supported applications.
  • Design and implement a password manager application that meets strict NLM security guidelines.


Required experience:
  • Bachelors Degree and 6+ years software development experience; or equivalent combination education and experience
  • Has 5+ years of Software Development/IT Development experience, with the application of current security measures to the software and systems
  • Demonstrates a full understanding of Continuous Integration and deployment.
  • Demonstrated experience in designing and implementing a secure Continuous Integration for applications
  • Demonstrated experiences in implementation of software solutions using modern techniques and toolsets including the use of Git, Continuous Integration Systems (Bamboo, JIRA, Stash)
  • Experience and capability in reaching and evaluating many continuous integration and deployment, application performance monitoring, API management and Log management tools.
  • Demonstrated technical expertise in BIG IP load balancer, Apache, NGINX and Tomcat server configuration.
  • Has deep technical understanding of the operating system and various development frameworks, platform, application security and related technologies, such as Coldfusion Server Technology, Ruby on Rails, Django/Python Framework.
  • Demonstrated technical experience in as a user of all platforms associated with the Development process: Windows 7-10, Mac OSX, and Centos 6-7
  • Has complete understanding on infrastructure architecture and experience in helping various teams to resolve issues.
Preferred experience:
  • Experience in serving as administrator for JIRA, WIKI, Stash, Bamboo, Siteminder tools. Installs new software and upgrade these tools.
  • Demonstrated experience on programming languages like Java, Coldfusion, Ruby and scripting languages like Perl, bash, TCL
  • Demonstrated ability to work with Frontend technologies: HTML5, CSS3, and Advanced Javascript Frameworks such as AngularJS or JQuery
  • Knowledge and experience in designing and implementing a single sign on solution using siteminder.
  • Strong ability to assist system and infrastructure related projects, such as Devops, Windows Server, Linux
  • Experience in applying Agile processes and methodologies
  • Demonstrated experience in leading junior team members on assigning technical work.
  • Work Experience in working with Stakeholders, Users, and Project Managers to meet Project Goals and Milestones
  • Experience in working with multiple teams to resolve security and other infrastructure issues.
  • Hands on experience in configuring Appscan profiles and addressed security vulnerabilities.
