What You Will Do:

The purpose of the Senior Proposal Analyst is to develop and produce proposal content in supporting Attain's proposal development process. Under the direction of the Proposal Director and Proposal Managers, the Senior Proposal Analyst will work cohesively with Attain's Practice Leaders and Technical SMEs in proposal strategy sessions, such as storyboard and technical solutioning sessions to produce RFP response approach that is compliant, concise, compelling, persuasive, and/or convincing.

Job Responsibilities:

  • Reviews and analyzes RFPs and other requirements documents (SOO, SOW, PWS, etc.) in understanding customer requirements and developing proposal response

  • Writes, rewrites, reviews, and edits portions of the proposal (e.g., Executive Summary, Technical Approach, Management Approach, Corporate Experience, Past Performance, Resumes, etc.), meeting all deliverable milestones and deadlines

  • Conducts and participates in storyboard / technical solutioning sessions and manages proposal content development, organizaing the approach and delivery including assessment of compliance and quality, and provides guidance and direction to the proposal writing team

  • Collaborates with Attain's Practice Leaders on upcoming recompetes and capture activities in contributing and developing win themes, discriminators, key success factors, features and benefits, and win strategy

  • Provides training and mentoring program/project managers, subject matter experts (SME), and other designated contacts in writing proposals

  • Perform data mining, research, data calls, and interviewing program/project managers, subject matter experts (SME), and other designated contacts in gathering information necessary to complete respective assignments

  • Makes recommendations to on how to best respond to the RFP requirements, elaborate exceeding the customer's requirements, and articulating our value proposition

  • Performs s ubstantive reviews of both text and graphics, ensuring the assigned writing sections comply with RFP requirements, contain win strategies and win themes, and comply with standard format and style criteria

  • Works closely with the Proposal Manager to meet all compliance requirements, strategic content development, and deadlines to produce high quality product

  • Works closely with the Graphic Designer to develop graphics (illustrations, charts, and tables) that provide a visual representation of content

  • Participates in white glove reviews, book checks during the draft final production stage of the proposal process

  • Contributes to the development of standard proposal-ready content (boilerplate) for use in future proposal development efforts, capturing any new language written for addition to the proposal database

  • Participates in color team review teas at various phases of proposal development, making changes on the fly as necessary

  • Anticipates possible trouble areas and works with the proposal team to provide practical solutions to problems as they arise

  • Contribute in developing and maintaining proposal repository inventory

  • Simultaneously managing multiple tasks in a fast-paced, deadline-driven production work environment that may entail prolonged work hours

  • Experience using MS SharePoint 365

  • Proficiency in MS Word, PowerPoint, and Excel required

  • Comprehensive knowledge, training, and certified in formal proposal management organization (i.e., Shipley Associates, Lohfeld, SM&A, or APMP)

  • Knowledge of Federal, State, and local government procurement regulations and practices (including Federal Acquisition Regulation (FAR) and Defense FAR (DFAR)) is a plus

  • Demonstrated ability to build trusted advisor relationships with clients

  • Experience supporting sales and business development

  • Experience with financial management

Years of Experience: 3 more years of proposal writing experience in the State/Local, Federal civilian, and Department of Defense (DoD)
Certifications: APMP Foundation
Minimum Education Required: Bachelor's Degree in Journalism, Technical Writing, English, Communications, or a related field preferred
