About the role


This role is part of the CTO Group and primarily provides Solution Design Leadership. The role entails leading the solution development of opportunities pursued, supporting the delivery technical teams as a SME, keeping track of industry and vendor capabilities to identify new opportunities, recommending and leading POC s / trade studies and supporting R&D projects including making recommendations. The primary client this role will support is Veterans Affairs.



Key Responsibilities include
  • Support CTO Group as directed e.g. Lead R&D projects, Tech Deep Dives, Reviews etc
  • Support BD and Capture teams identify and pursue opportunities:


Support Decision Making
  • Support Business Case Development e.g. strategic value / alignment of opportunity to corporate capability / strategy, estimate of resources and effort required to pursue the opportunity further, likelihood of win etc
  • Support the BD and Capture Gate reviews
  • Act as the central point of contact / liaison for the CTO Group


Identify Opportunities
  • Support BD client call plans and identification of opportunities
  • Work with the Pre-Sales and /or delivery teams to:
    • verify stakeholder pain points, hot buttons, technical biases / constraints
    • understand the current state environment
    • confirm the desired end state / objectives
  • Develop briefs, whitepapers, unsolicited proposals and /or demo s to showcase Leidos solutions working with industry vendors and /or other Leidos teams


Qualify Opportunities
  • Develop the Initial Solution (ConOps / Enterprise Architecture Design):
    • Solution / Scope Components
    • Solution Strategy
      • Design Assumptions, Principles and /or constraints
    • High Level solution approach outline (Current, Transitional, Future)
      • Alternate solutions considered and rationale for approach chosen
    • Teaming recommendations to cover capability gaps or strengthen win
      • Make / Buy decisions criteria used
    • Solution Themes, Features and Benefits
    • Differentiators and Discriminators
    • Research corporate capabilities and pull in SME s as required
  • Develop the Why Leidos Solution Story
  • Socialize the Initial story with the relevant client stakeholders and refine as required
  • Business case for any corporate investments required e.g. R&D , POC etc
  • Schedule, activity and resources / skills required to complete the solution design


Proposal Readiness and Development
  • Update & Expand on the Initial Solution (ConOps / Enterprise Architecture Design)
  • Develop anticipated or derived requirements leveraging information available if requirements not known.
    • If requirements known confirm understanding seek clarity of ambiguous requirements through the Capture process
  • Develop the Initial High Level Design for each Solution Component:
    • Technical View of the Design (Tools / Products & Technologies)
    • Operational View of the Design (People / Staffing / Teaming)
    • Lead SMEs / Technical Architects on team as required
    • Perform industry research and vendor capability discovery activity as required
    • Work with Tech Writers, Graphic Artists and other proposal operations staff
  • Develop technical risk register for the design and lead mitigation planning effort
  • Document technical assumptions and dependencies
  • Identify and develop scope requirements for teaming (subcontractors) approved
  • Develop the engineering Basis of the Estimate (BOE) & Bill of Material (BOM)
  • If required lead POCs, Demo s or Trade studies
  • Develop various technical artifacts aligned to the lifecycle of the opportunity. E.g. Annotated Mock Ups
  • Facilitate Technical Peer Reviews
  • Ensure all technical documentation is formally endorsed by the CTO Group


Experience


Technical Experience with:
  • Multiple architecture models e.g. 4+1, Microservices, SOA, TOGAF & or Event Driven
  • Cloud Native Architecture and Infrastructure Patterns e.g. 12 Factor
  • Containers, Service Mesh and API management platforms
  • Performing Cloud migration in Azure or AWS e.g Lift & Shift, Re-Factor and Re-platform
  • Orchestration tools e.g. Kubernetes, Ansible, Chef and /or Terraform
  • Migrating legacy applications to the cloud
  • Developing cost models, basis of estimates (BOEs) and Bill of Materials (BOM)
  • Performing requirements traceability - operational and non-functional (e.g. horizontal & vertical scalability, performance, maintainability, load distribution, resilience and recovery)
  • Developing ConOps and /or Solution Approach Outlines
  • Designing solutions to cost, win and execution
  • Agile delivery methods e.g. Scrum, SAFe, Kanban
  • SDLC tools
  • Developing solutions and proposal writing
  • Capturing technical requirements and defining technical solutions in service, conceptual, execution and /or technical views
  • Developing transformation roadmaps





Work experience:
  • Lead SA on medium or large size business captures and proposals
  • Managing a team of technical staff
  • Background as a Software Developer, Engineer, Designer or Architect
  • Developing and maintaining client relationships
  • Designing, implementing and /or using a variety of SDLC tools
  • Health industry experience an advantage
  • Experience supporting federal and /or other government agencies an advantage

Education
  • A Bachelor's of Science Degree in engineering or relevant field and at least 12 years of experience is required
  • A Masters degree and 10 years experience is preferred.
