Job Description

The U.S. Peace Corps is seeking a Supervisory IT Project Manager. This position is located in the Office of the Chief Financial Officer and reports to the Financial Systems Director. The Supervisory Information Technology Project Manager is primarily responsible for managing a team of Financial Program Specialists and IT Specialists supporting the Peace Corps Financial Systems which include Oracle E- Business, Oracle Hyperion Planning, and several Peace Corps custom developed software applications implemented using Microsoft technologies. In addition to providing project management and supervisory oversight, the incumbent will serve as a senior application developer and as the Information System Security Officer for applications under management.

The supported Financial Systems are comprised of custom .NET applications and SQL Server databases. The systems provide essential integrated financial management functions required for the support of Peace Corps operations, in compliance with federal accounting and reporting standards. 

 

The incumbent will utilize Microsoft technologies and will design, develop, maintain and support custom .Net applications using Domain Driven Design (DDD), current versions of ASP.NET MVC, Entity Framework, the .NET framework, and SQL Server Databases with an increasing emphasis on agile development and delivery, DevOps, automation, continuous integration and continuous delivery.

 

The Supervisory IT Project Manager performs the following major duties:

  • Develops and implements project management procedures, tools, templates, activities, and infrastructure.
  • Manages IT projects with high complexity or risk, such as agency- wide system integrations that include large-scale enterprise resource planning.
  • Provides expert guidance in the design, documentation, development, modification, testing, installation, implementation, and support of new or existing applications software.
  • Reviews and approves technical requirements for projects; develops project plans; and provides technical guidance to team members.
  • Serves as an IT security officer for systems that impact programs implemented Agency wide.
  • Reviews and develops systems security policy, guidelines, and procedures for systems processing multiple applications that require differing and conflicting security controls, and that are typically accessed by a large distributed user community.
  • Establishes guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system.
  • Develops work improvement plans, recommending personnel actions as necessary.
