CSRA is seeking a Business Systems / Requirements Analyst to support National Institutes of Allergy and Infectious Diseases (NIAID) Office of Cyber Infrastructure and Computational Biology (OCICB) Software Engineering Branch (SEB). In this role, you will work with a software development team within a larger program, to develop and maintain a portfolio of custom software applications. As the primary functional business analyst, you will facilitate requirements gathering sessions- identifying, elaborating and documenting business and software requirements; and collaborate with 3-4 software developers and testers to ensure proper development and implementation of defined requirements. You will acquire detailed knowledge and understanding of the grants and contracts management applications and associated business processes and rules. The ideal candidate will have strong software requirements analysis experience, documentation, collaboration and communication skills. You should have experience serving as the liaison between the business, user community, and the software development team ensuring accurate and complete software implementation of prioritized business requirements.This role is working in a software development team supporting the National Institute of Allergy and Infectious Diseases (NIAID) Office of Cyber Infrastructure and Computational Biology (OCICB) Cyber Technology Staff Augmentation Program (CTSAP). On this program, CSRA is supporting over 70 custom and COTS applications, both Web-based and client server applications. OCICB Software Engineering Branch (SEB) develops custom software applications for NIAID’s user community consisting of approximately 4,500 intramural and extramural employees, contractors, and collaborators. Additionally, applications are increasingly being developed for access by the public, and so the scope and visibility of any developed application may be unlimited. Custom applications have been developed in the following functional areas: Scientific Reporting Services and System Support; Grants Management Systems; Contracts Managements Systems; Human Resources Management Systems; Administrative Management Systems; and Other Management Systems. Position is for full time employment and will be based at our customers office in Rockville MD (metro accessible). This role will work Monday - Friday around normal business hours, with the opportunity to telework 1 day a week once established and with manager approval. Responsibilities:




• Meet with users, developers, and stakeholders to define business and software specification requirements and develop user stories and/or use cases. • Serve as team business and functional subject matter expert advising stakeholders and development team on business requirements and impact of proposed changes. • Maintain accurate documentation of the HHS / SEB EPLC and system requirements and user stories within Microsoft Team Foundation Server (TFS) • Evaluate, analyze and document software change requests and defect reports to estimate complexity and implementation effort required • Utilize Agile Scrum development methodology and participate in Scrum meetings, product demonstrations and retrospectives. • Collaborate with Project Manager and end user stakeholders to develop and maintain a prioritized product backlog. • Develop plans for automated information systems from project inception to conclusion. Work with Users and Developers to define the problem, and develop user stories and test scenarios, from which the development team constructs and tests applicable software products. • Coordinate closely with software developers to ensure proper implementation of program and system specifications. • Develop, in conjunction with functional users, business requirements, business rules, and system alternative solutions. • Develop, in conjunction with software developers, software functional and non-functional requirements. • Collaborate with System and Functional Test team members to validate accurate test case development and execution. • Collaborate with User Experience and User Interface developers to design and implement optimal software user interfaces. • Coordinate with the Project Manager and Technical Lead to ensure problem solution and user satisfaction. • Participate in and make recommendations for review and approval of system lifecycle milestone reviews. • Support custom application development and maintenance while adhering to HHS EPLC software development lifecycle framework.


Qualifications:




Required • Bachelors degree and 5+ years of experience with requirements analysis, software development, and/or similar functions (or equivalent combination of education and experience)• Experience working with clients or users to gather requirements for software development• Experience developing and documenting user stories and/or use cases• Experience collaborating with software developers and testers to ensure business requirements are implemented appropriately in resulting software products• Experience working with Agile software development environments
Desired • Experience working with user stories and work items in Microsoft TFS is preferred• Experience with business data analysis is preferred• Agile Scrum software development methodology experience is preferred
