Job Description

Data Systems Analysts, Inc. is searching for a Technical Program Manager.

The Technical Program Manager supports mission critical applications systems and will be responsible for oversight of day to day system operations of our contract with a federal agency located in the Washington, DC metropolitan area. He/she will serve both as a liaison between the technical staff and the Government Task Manager and for some efforts be the Scrum Master that manages development tasking. Individual will ensure project deliverables, performance and quality standards are being met. The Technical Program Director will be interfacing with client executives, contract officers, and third party vendors to plan and measure effectiveness and efficiency of the program.

The Technical Program Manager will be responsible for program management and quality assurance for the design and development of enhancements to the system and ongoing operation and maintenance services. Responsibilities include understanding software development life cycle processes and managing software development team Agile processes, providing program quality assurance, and change management processes, procedures and requirements as well as identifying new opportunities to expand our services. Will lead efforts working with the customer and subcontractors to modernize current applications to support next generation of utilization and service.

Requirements include:

* PMP certification

* AWS business certification

* Active Minimum Background Investigation (MBI)

* Experience managing portfolio of projects or task orders greater than$7M per year.

* Experience managing remote teams

* Experience with working with Statements of Work, staffing (including working with sub-contractors), invoice approval, and project budgeting and monitoring

* Demonstrated ability to grow a client presence through becoming a trusted advisor

* Experience collecting and developing customer application business and technical requirements

* Experience supporting applications testing

* Financial management experience with developing budgets, estimation, cost models and P&L

* Must be a self-starter with demonstrated ability to lead teams and system support

* Experience with working on a AWS cloud based solutions

* Strong communication skills, both oral and written

* Experience with managing customer relationships within the federal environment

* Experience with growing business

* People management and supervision

* Contract management experience at project level

* Experience working with Agile software development techniques

* Experience working with application modernization

* Experience working with automated testing tools, process and procedures

* Demonstrated history of managing, guiding and mentoring people

* Experience with subcontractor management

Education requirements:

* Bachelor's degree, PMP certification, Minimum 10 year's program & project management experience in a customized software development and IT consulting environment

The successful candidate will possess the requisite management and leadership experience in the following areas:

* Project and task management experience successfully delivering projects on-time, within budget, and in scope

* AWS or Azure Cloud solution development

* Agile Software Development Life Cycle management

* Enterprise strategy, vision, planning and execution

* Managing small teams of resources and providing the necessary management, leadership, and mentoring to the staff as needed

* Building and maintaining strong customer relationships

* Ability to grow business that bring value to clients

* Contributing significant technical input, including technical solutions, in writing winning proposals

* Maintaining ISO and CMMI Level 3 processes and procedures as required by internal PMO

* Project financial management
