Job Description

Knowledge, Skills, and Abilities Requirements: 

Extensive Knowledge of Medicaid and Managed Care 

Extensive Knowledge of the MITA Business, Information and Technical architecture framework 

Extensive experience in development of Executive Level Business Presentations, Business Case Justifications and Performance Metric Development 

In-depth knowledge and understanding of products across functions and business segments in healthcare that meet departmental goals. 

Experience directing the conception, development and implementation of new product initiatives, including current product enhancements. 

Provides feedback and input to senior level decision-makers to develop long-range strategic alternatives for product solutions. 

Establishes cross-functional workgroups that provide effective oversight of the Medicaid Business Architecture 

Understands project portfolio management processes and deliverables, project management methodology, and business requirements elicitation techniques and documentation. 

Collaborates and develops workgroups around product deliverables with Business Owners/Leads, Product Managers, Architects, Technical Leads and Program Management. 

Communicate project goals and timelines, next steps and results to team members, project managers and the executive team. 

Through a variety of communication/meeting methods, determines the customer’s needs, leads product discovery and translates these into detailed and actionable requirements 

Experience in analysis of performance indicators and evaluation of survey data to define successful criteria for testing and product acceptance. 

Knowledge of the Medicaid Enterprise Systems (MES), cloud technologies, and system integration 

Has an understanding of CMS Seven Standards and Conditions 

Experience in the implementation, operations, and maintenance of an MMIS, or other health care claims processing or eligibility system project; 

Knowledge of Federal and State procurement and contract policies statutes, rules and regulations 

Ensures compliance with all applicable policies and procedures. 

Fluently discuss the financial and/or operational benefits associated with proposed product capabilities. 

Professional demeanor; ability to establish rapport and work well with others 

Performs other duties as assigned which may include managing direct and hybrid reporting relationships
