Job Description

Our Government client is looking for a Project Manager on a 9 months renewable contract role in Richmond, VA.

Role : Project Manager

A project manager (PM) is needed to assist the agency with gathering, defining and evaluating the business requirements needed to implement an agency-wide billing system. The project manager is responsible for managing the project scope, schedule, budget, customer requirements, constraints and reporting to executive and IT management on an agreed upon periodic basis depending upon audience. The project manager will coordinate agency and IT efforts on the design, development and implementation of the system. The project manager will be responsible for the identification, tracking and recommending appropriate actions to project issues including those that are technology related. Will coordinate with the Business Analyst to review all requirements to validate that they are comprehensive and accurate, and that their characteristics contribute to the integrity and quality of the requirements and the system or capability to be developed for agency. The PM will also be responsible for the identification and management of project risks. The PM is responsible for the coordination and completion of the assigned projects. The PM, in coordination with the Business Analyst and all internal and external stakeholders, will develop a high-level roadmap outlining the transition steps and timeline suggested for consideration of improvement opportunities related to the technology delivery model, including suggested process improvement initiatives and activities, and an outline of priorities for the transformation period. The project manager must have: - Knowledge of evaluating and implementing COTS solutions with experience in project leadership or PM (minimum of 5 years experience). - Experience overseeing the implementation of a large complex application by a vendor. PM must be able to communicate effectively both orally and in writing, and to work with multiple stakeholders and facilitate collaboration between vendor and IT Division staff. Must have demonstrated prior experience in defining requirements for, designing and implementing, agency or corporate-wide billing systems - Prior experience managing accounting/finance projects

Required / Desired Skills

Years of Experience/Certifications:

8-11 years of experience in the field or in a related area

*PMP or Commonwealth Project Management Certification preferred*

  • 7 years of experience with Review, analyze and evaluate user/system needs Required
  • 5 years of Experience with network and/or server implementation projects Desired
  • 5 years of proficiency with Microsoft Word and Excel Required
  • 10 years of experience with Demonstrated ability to manage multiple projects lasting 6 to 12 months, with teams of 3 to 4 people Required
  • PMP or VITA Commonwealth Project Management Certification Highly desired
  • 5 years of Experience with evaluating COTS solutions Required
  • 5 years of Organizational Change Management Experience Highly desired
