Technical Program Manager - DoE
Washington, DC Metro Area

Security Clearance Requirement: Must have a current DoE Q clearance in order to be considered.

We are working directly with a hiring manager to fill a position for a Technical Program Manager to work in support of Department of Energy (DoE) for the Local Area Nuclear Material Accountability Software (LANMAS) Maintenance Project.

Duties and responsibilities include:
  • Provide the technical and functional activities for overall contract management, product development, and provide oversight of the Government's requirements to ensure they are met.
  • Set up project team.
  • Oversee and provide programming/coding resources using the agile methodology to create, maintain, and test the LANMAS product.
  • Manage the development of LANMAS product using Microsoft Visual Studio 2016 (or newer as necessary) suite of tools, Microsoft C# ('C Sharp') programming language using a development environment constructed to support distributed development of software with a centralized environment containing a code repository and methods for user testing and verification (aka 'Development Center').
  • Develop and maintain Plan of Action (POA) and Milestone document.
  • Draft, maintain and submit a quality assurance plan for government approval.
  • Oversee product documentation and documented software design. Verify product meets all requirements.
  • Provide quarterly summary reports to government regarding:
    • Agile development user story statistics
    • Development velocity
    • Requirements Traceability Matrix (Developed, Tested, Implemented)
    • Testing statistics (Unit, System, and User Acceptance)
    • Organizational Change Management (Acceptance, Desire, Knowledge, Action Reinforcement).
    • Training
    • Budget
    • Updates to project schedule
  • Analyze and modify existing database SQL stored procedures and generate new stored procedures as required.
  • May provide guidance to Development team
  • Other related duties as assigned.

Education and experience requirements include:
  • U.S. Citizenship
  • DOE Q level clearance or Top Secret equivalent is required
  • Bachelor's degree in field related to Computer Science or additional equivalent experience is required.
  • At least 5 years of managerial or supervisory experience is required.
  • At least 5 years of related software development and C# experience is required.
  • Certified Scrum Master (CSM) required - may consider qualified candidates with equivalent experience/training.
  • Experience with Microsoft Visual Studio required.
  • Experience with Microsoft SQ L Server Reporting Services (SSRS) required.
  • Experience with Agile methodologies required.
  • Nuclear accountability experience required.
