Program Lead (PML) / Agile Program Manager / Release Train Engineer

Key Responsibilities

  • Daily program management throughout the program life cycle
  • Defining the program governance (controls)
  • Planning the overall program and monitoring the progress
  • Managing the program s budget
  • Managing risks and issues and taking corrective measurements
  • Coordinating the projects and their interdependencies
  • Managing and utilizing resources across projects
  • Managing stakeholders communication
  • Aligning the deliverables (outputs) to the program s outcome with the aid of the business change manager
  • Managing the main program documentations such as the program initiation document

Qualifications

  • Must have 10+ years of consulting experience with at least 5 years in a senior project management /director or program management role with Federal Government preferably DoD.
  • 3 + years of experience as a Scrum Master a plus
  • Demonstrated experience in all phases of an Agile Software Development Lifecycle (SDLC) and non-technology project lifecycle, including the identification of the business problem, business case and project plan development through project lifecycle and closeout
  • Strong leadership skills, including a history of increasing leadership responsibility and career growth in project management

Initiative Specific Traits

  • Experience working with FISCAM Audit initiatives is preferred
  • Experience in FIAR is preferred
  • Experience working on Finance and Audit Initiatives is preferred
  • Experience working with Risk Management Framework initiatives is preferred

Program Management

  • Able to balance a program workload and staffing according to project/program and organizational priorities and goals
  • Adaptable self-starter who is skilled at establishing project structures from ground up
  • Strong logical and analytical problem-solving skills
  • Rigorous approach to project/program management to deliver enterprise-level projects
  • History of mentoring and/or teaching others around work plan development, progress tracking, time tracking, status reporting, and risk management
  • Ability to develop and manage program financials including forecasting, profitability, invoicing and expense management
  • Ensure that project deliverables can be integrated to become the overall result (product, service) and are fit to deliver the expected benefits
  • Support the development of internal processes, documentation and knowledge sharing
  • Lead must have a tolerance for stress and must exceed the average person DOD is an extremely fast and dynamic environment

People Management

  • Relationship builder, able to team effectively with others and build relationships at all levels internally and with client teams and stakeholders
  • Ability to identify potential people-side risks and anticipated points of resistance and develop specific plans to mitigate or address concerns

Client Management

  • Ability to maintain client relationships and keep the client and stakeholders engaged throughout the project (i.e., status reporting, issues management and risk management)
  • Must have exceptional soft skills, including the ability to articulate to both technical and business audiences
  • Able to serve as a liaison between both business and technical teams to drive effective, timely solutions that fulfill both strategic and operational needs

Corporate Initiatives

  • Participate in business development including the expansion of existing projects, responding to RFP responses, client presentations and executing Statements of Work (SOW)

Education:

  • Master s degree in business or Computer Information Management highly desirable
  • At minimum bachelor s degree is required - preferably in Business, Computer Science or Computer Information Management
  • PGMP or Release Train Engineer is required
  • Scrum Master a plus

Clearance: Able to obtain a DoD Public Trust Clearance
