Job Title: Contract Specialist IT Contracts & Procurement (NYC / Municipal)

Job Summary
We are seeking an experienced Contract Specialist to support IT and professional services procurement for a NYC agency (Administration for Children s Services). The ideal candidate will prepare, negotiate and administer contracts; manage RFPs and vendor selection; monitor contract performance, expenditures and purchase orders; and ensure compliance with City procurement policies. This role requires strong writing and presentation skills, working knowledge of the IT systems development life cycle (SDLC), and handson experience with contract administration and financial monitoring.

Key Responsibilities
- Prepare, review, negotiate and finalize contracts for IT products, services and professional services ensuring compliance with agency and City procurement policies (Procurement Policy Board Rules).
- Draft and manage RFPs, RFQs and solicitation packages; evaluate vendor proposals and provide recommendation memos.
- Analyze bids and proposals to ensure technical and contractual specifications meet program needs and policy requirements.
- Maintain and manage contract documentation and records, including amendments, extensions, vendor info, statements of work (SOWs), and contract change logs.
- Oversee contract lifecycle activities: execution, amendments, extensions, renewals, and closeouts.
- Monitor contract budgets, expenditures, variances and funding; prepare regular financial and performance reports.
- Issue and track purchase orders for IT vendors; coordinate invoicing, payment approvals and disbursements with finance.
- Track vendor performance against SLAs and deliverables; coordinate corrective actions and dispute resolution where needed.
- Ensure contract visibility by communicating signed agreements, key milestones and compliance requirements to stakeholders.
- Develop and implement standardized procedures for contract management and administration in accordance with agency policy.
- Collaborate with IT project managers, legal, finance and program teams to ensure contracts support project timelines and SDLC requirements.

Minimum Qualifications
- Bachelor s degree in Business Administration, Public Administration, Information Systems, Finance or related field (or equivalent experience).
- 3 5+ years of direct experience in contract administration, procurement, or vendor management preferably with IT and professional services contracts.
- Demonstrated experience preparing RFPs and evaluating vendor proposals.
- Familiarity with City/municipal procurement rules and processes (Procurement Policy Board Rules preferred).

Required Skills and Knowledge
- Excellent interpersonal, verbal and written communication skills; superior technical writing and presentation ability.
- Knowledge of the IT systems development life cycle (SDLC) and IT project management/QA concepts.
- Strong financial acumen: experience monitoring budgets, expenditures, purchase orders and payments.
- Proficiency with Microsoft Office suite: Excel (pivot tables, vlookups), Word, PowerPoint, Visio and Microsoft Project.
- Experience with contract management or ERP systems (e.g., Oracle, SAP) is a plus.
- Highly organized, detailoriented, able to manage multiple concurrent projects and meet tight deadlines.
- Strong customer service orientation and ability to build effective crossfunctional relationships.

Preferred Qualifications
- Prior experience working for a NYC agency or other municipal/government organization.
- Certifications such as CPPO/CPPB, PMP or procurement-related credentials.
- Experience with interagency agreements and public sector funding rules.
- Familiarity with contract closeout processes and audit readiness.
