SCOPE OF WORK | The California Public Employees' Retirement System (CalPERS) Technology Business Management Division (TBMD) needs services from contractor to provide analytical and programming support to develop, maintain and execute the Enterprise Data Reporting services. The services include maintenance and enhancement of the myCalPERS reporting system, Business Intelligence (BI) system, and other enterprise reporting systems as needed. The consultant will develop reports, framework packages, repository metamodel, and enhance myCalPERS and BI reporting solutions to meet the changing needs of business customers.

Role and Responsibilities | |
Deliverable 1: Design, develop, and deliver reports and dashboards supporting myCalPERS application users Meet with customers, gather requirements, business analysis, create report specification documents, design and develop SQL for reports, design and develop reports in Cognos and Power BI. Integrate external application to Cognos to trigger/run reports, integrate Cognos to batch processes to be able to run/create and save reports using Cognos SDK. Technical documentation, unit and user acceptance testing, security, and packaging of all reports and dashboards is required and will adhere to internal standards. Deliverable 2: Maintenance, Operations Support and Functional administration of Production Reporting systems Maintain the existing package(s) and suggest for ways of improving the performance and maintainability, performance tuning of reports and dashboards in IBM Cognos and Microsoft Power BI application - both on reports, including architecture and server/infrastructure aspects, maintain existing Framework Manager packages, and build new packages as per reporting needs. Design, develop and deliver data extracts from CalPERS databases and data warehouses. Update design and technical specification documents for on-going report modifications. Research, analyze, design, and implement appropriate reporting solutions for business; enhance and maintain myCalPERS and Business Intelligence (BI) Production Reporting systems. Provide Cognos and Power BI Functional administration services in production and non-production environments. Maintain the existing data reporting tools and provide data and technology support necessary to enable CalPERS to meet Enterprise Data Reporting to meet enterprise-wide data reporting business objectives. Maintain security of reports and implement data level security on reports to restrict data visible to users. Maintain knowledge of CalPERS data models and data dictionary for the purpose of maintaining reports and enhancing user awareness of business data. Deliverable 3: Knowledge Transfer between the vendor and CalPERS staff On an ongoing basis, through the end of the contract, all work products and deliverables (project status reports, business process, triage incident reports with resolution, meeting minutes, test cases, test outcomes) details have to be discussed with the contract manager to ensure that all of the information is documented and placed in a file share. The contract manager will schedule knowledge.

2. At least five (5) years of experience with interpreting requirements and developing complex PL/SQL, SQL and JavaScript for reports

3. At least five (5) years of experience with Cognos or Power BI functional administration
|

4. At least three (3) years of experience in report meta modeling, including logically grouping business element functions in the form of conformed dimensions and hierarchies, measures, data security rules, and user-friendly attributes and data dictionary definitions

5. At least five (5) years of experience in some or all areas of Pension, Health Insurance, Customer Service, Finance or Risk
