Business Analyst

We have an exciting System Analyst opportunity with a state agency here in Austin. This is a long term (12+ months) contract role. The successful candidate will be responsible for reviewing, analyzing, and evaluating user requirements, operational procedures, and problems to automate processing and/or to improve existing computer systems.

Responsibilities include:

• Assists in development of project documentation based on requirements.
• Conducts requirements gathering with non-technical Subject Matter Experts to understand business process needs and program requirements to create Use Cases, flow charts, acceptance criteria and other documentation needed for system enhancements.
• Analyzes new and existing business processes to determine how modifications and changes will impact the system.
• Will serve as a technical expert responsible for working with non-technical and technical stakeholders to ensure clear and effective communication is maintained throughout the Software Development Life Cycle.
• Performs necessary testing of assigned programs, including the generation of test data, writing test scripts/execution sequences, examining test results, debugging detected errors, etc.
• Uses current software development methods/techniques and established development standards (which include testing standards) to ensure the quality and maintainability of applications.
• Provide status reports on enhancement activities and resolution of issues impacting system. Notify immediate manager and technical lead of critical issues impacting the system s ability to deliver services as designed.

Minimum Requirements

• 5 years of experience in business objectives and problems and identifying alternative solutions
• 5 years of experience in reviewing, analyzing, and evaluating user requirements, operational procedures, and problems to automate processing and/or to improve existing computer systems
• 5 years of experience in writing detailed description of user needs, program functions, and steps required to develop and/or modify computer program
• 3+ years of experience with Healthcare systems
• 5 years of experience in analyzing and documenting input and output requirements, such as forms of data input, how data is to be summarized, and formats for reporting.
• High level of sound logic and analytical ability
• Highly developed oral and written communications skills
• High level of interpersonal skills to work effectively with others motivate employee and elicit work output
• Knowledge and understanding of Information Technology industry trends, directions and market experience; ability to relate them to own organization

Preferred Qualifications

• 2 years of experience with Texas DIR Project Delivery Framework and document templates
