Biometric Subject Matter Expert (SME)
The Biometric SME shall research and analyze NGI changes by attending scheduled EBTS Working Group meetings, Standards meetings, and additional meetings, as required. The Contractor shall address and complete the required NGI changes in the CUSTOMER EBTS specification in all affected areas.
The Biometric SME shall assist with maintaining and updating the existing CUSTOMER EBTS specification to accommodate new biometric technologies, new and changed services, and new ITL updates using Adobe InDesign Version CC 2015 or newer, as directed by the CUSTOMER.
The Biometric SME shall assist the Government in updating the CUSTOMER EBTS to comply with the applicable ANSI/NIST ITL Standard.
The Biometric SME shall review, evaluate, and provide guidance for applicable standards and specifications related development and processes including the ANSI/NIST ITL, the International Committee for Information Technology Standards (INCITS), and International Organization for Standardization (ISO) documents. The Contractor shall provide document review comments and ballot votes by required deadlines.
The Biometric SME shall participate as committee members on the INCITS and ISO standards groups. The INCITS standards group meets four times a year and the ISO standards group meets two times per year. Attendance will be required by phone, in-person, and via mixed mode meetings.
The Biometric SME shall participate as committee members on the INCITS and ISO standards groups by attending additional Working Group Meetings, Ad Hoc, and Expert Group Meetings as directed by the CUSTOMER.
The Biometric SME shall participate in additional agency meetings as directed by the CUSTOMER.
The Biometric SME shall provide tracking and traceability of applicable biometric standards and specifications to include, but not limited to, detailed document reviews, Action Items, and ballot votes by required deadlines.
The Biometric SME shall establish a mechanism to ensure project data is accurate, complete, and available to CUSTOMER personnel identified by the CO or COR.
The Biometric SME must have a deep understanding of how standards and evaluation of biometric data contained in a large biometric system.

- At least five years of experience with review and evaluation of biometric data contained in a large biometric system to include fingerprint records and biographic information
- Experience with the ANSI/NIST-ITL, INCITS Biometric Standards, ISO Biometric Standards, and Governing Procedures.
- Experience with interoperability between large biometrics systems using different specifications.
The following are preferred:
- Experience with EBTS.
- Bachelor of Science Degree in Engineering, Computer Science, Biometrics, Forensics, or a closely related technical field, or 10 years of direct relevant experience.
- Master's Degree in related technical field.
