Job Details

Job: Business Analyst - Project Lead

Location: Columbia, SC, USA

  • Support and enhance the Human Resources systems, primarily SCEIS SAP ECC and other agency systems.

  • Bridge the gap between business needs and technical solutions.

  • Collaborate with HR, IT, and Finance to align system capabilities with organizational goals.

  • Focus on data integrity, workflow optimization, and continuous improvement.

Responsibilities
System Analysis & Support
  • Understand financial and administrative system capabilities, especially SCEIS SAP ECC modules.

  • Analyze HR business processes to identify issues and improvement opportunities.

  • Recommend process enhancements using SAP functionalities.

  • Validate systems to ensure technical requirements are met.

  • Maintain system procedures and documentation.

  • Assist with software lifecycle management.

Testing & Implementation
  • Participate in system upgrades, patches, and enhancement projects.

  • Conduct unit, integration, and user acceptance testing (UAT).

  • Support production rollouts to ensure minimal service disruption.

  • Coordinate testing and implementation with technical and functional stakeholders.

  • Create and maintain documentation for configurations, processes, and user guides.

  • Develop and maintain training materials for all user levels.

  • Conduct training sessions on system features and best practices.

Reporting & Data Integrity
  • Generate reports for audits, compliance, and management reviews.

  • Create and maintain custom reports and queries using reporting tools.

  • Ensure data accuracy, integrity, and security across HR platforms.

  • Compare data sources to identify inefficiencies and suggest improvements.

  • Build dashboards and reports using Excel and Power BI.

Process Improvement & Optimization
  • Work with HR teams to streamline workflows and automate manual tasks.

  • Conduct gap analysis from current to future state to meet requirements.

  • Collaborate with Finance Program Area Owners and Subject Matter Experts.

  • Present key findings to Finance and IT for process improvements.

Project Management & Collaboration
  • Prepare and manage project documentation (plans, schedules, scope statements).

  • Organize and lead stakeholder meetings throughout project lifecycles.

  • Monitor project progress and report status to management.

  • Support project teams in risk management and task completion.

  • Manage work requests in the ticketing system.

  • Ensure customer and technical needs are met.

  • Maintain positive team communication and motivation.

Collaboration & Communication
  • Coordinate with HR, IT, and Finance to align system goals.

  • Maintain SharePoint content for collaboration.

  • Adhere to IT development standards and security protocols.

  • Assist with policy and procedure development for cybersecurity compliance (NIST 800-53, FISMA, SC InfoSec).

Work Conditions
  • Full-time, 40 hours per week.

  • May require flexible working hours outside standard business times.

  • Must comply with DPH security policies and procedures.

  • Onsite presence required each week.

Additional Terms
  • Must sign DPH Confidentiality and/or Business Associate Agreement.

  • All source code and deliverables become the property of DPH.

  • No uplift or additional charges allowed.

  • Must follow agency IT standards for documentation and development.

  • DPH retains final authority over all programming decisions.

DPH Support Provided
  • Access to required data, formulas, and validation mechanisms.

  • Staff assistance for application/data-related queries.

  • Conference rooms for demos.

  • Workstation and software provided..

Required Skills (in order of importance)
  1. Ability to analyze, document, and improve business/system processes.

  2. Experience with HRIS systems.

  3. Knowledge of state HR/payroll processes, data privacy standards (HIPAA, FLSA), and compliance frameworks.

  4. Strong technical documentation and SOP writing skills.

  5. Advanced reporting, dashboard, and data visualization expertise.

  6. Proficiency with Microsoft Office (Word, Excel, PowerPoint, Visio) and collaboration tools (SharePoint, OneDrive, Teams).

Preferred Skills (in order of importance)
  1. Experience with SAP SuccessFactors.

  2. Knowledge of information security practices.

  3. Excellent written and verbal communication skills.

  4. Understanding of IT development and implementation projects.

Education
  • Bachelor s or Master s degree in a relevant field or equivalent experience.
