Position: Senior Proposal Manager - Federal
Job Type: Full-time
Location: Washington, DC area (Hybrid: 3 days onsite, 2 days remote)

i-Link Solutions Inc is a trusted leader in delivering cutting-edge IT services and staffing solutions for government contracts. We’re seeking a highly motivated Senior Proposal Manager to join our team, supporting the Director of Strategic Growth.
What You'll Do:
- Lead proposal teams for federal, state, and local agencies, managing proposals of various complexity.
- Develop and manage proposal strategies, including win themes and compliance matrices.
- Analyze RFPs and bid requirements to create annotated proposal outlines.
- Conduct proposal progress status meetings and maintain schedules.
- Write, edit, and proofread proposals to ensure accuracy and impact.
- Manage multi-level proposal matrix teams and coordinate cross-department collaboration.
- Conduct market research using tools like GovWinIQ, eBuy, Sam.gov, and FPDS.
- Track opportunities and create training materials, presentations, and white papers.
What We’re Looking For:
- 5+ years of experience as a Proposal Manager in a government contracting environment.
- 3+ years of experience leading multi-level proposal matrix teams of varying complexity.
- Understanding of State/Local, Civilian, and Defense procurement processes.
- Bachelor's degree in business or equivalent professional training/work experience.
- Strong planning, organization, and time management skills.
- Excellent writing, editing, and verbal communication skills.
- Proficiency in Microsoft Office and Adobe applications.
Preferred Qualifications:
- APMP or Shipley certification is a plus.
