This position is responsible to plan, install, automate, and manage the agency-wide web application development (WADS) infrastructure, without which many complex mission critical web application systems would fail. Other professional IT teams depend on this position to provide technical leadership and guidance on a wide variety of complex web application development and web server methodologies, systems administration principles, concepts and practices gained through extensive experience in specialized IT domains. In addition, this position performs advanced systems monitoring and troubleshooting of the agency s application development environment by using advanced level analytical skills and knowledge gained from experience.

This position supervises the DevOps team of senior systems engineers and is essential to rapid deployment of quality application products designed and implemented by L&I Product Teams. The incumbent is considered the go to resource for advanced web application development and systems infrastructure design, installation, and management over a wide variety of highly complex technologies.

This position contributes specifically to the mission of L&I and the IT Division by providing IT based products and services, used by all internal agency divisions, including but not limited to Claims Administration, Crime Victims, Division of Occupational Safety and Health (DOSH), Fraud, and Self-Insurance. This position facilitates the operation of web applications used by internal work units, L&I staff and contractors, as well as external L&I customers, injured workers, businesses, and other entities that conduct business with L&I, in all field offices and regions statewide every day. If it s web-based at L&I, it starts in the Web Application Development Services (WADS ) environment.

Duties

Some of what you will be doing:

  • Install, Administer and Manage All Agency Web Application Development Environments, including:
    • Install, administer and manage large, distributed, Internet, Intranet, and Extranet Microsoft .NET based application development environments for agency use
    • Control and manage agency source code within the development environment
    • Plan, Install, administer, manage, upgrade, and maintain all agency development environment
    • Create, administer, and troubleshoot Azure DevOps projects
    • Create, manage, administer and maintain access
    • Control and maintain security of files through the use of AD groups
    • Plan, deploy, install, administer, maintain, and troubleshoot web application development web servers
    • Facilitate issue resolution
    • Manage and maintain VMware virtual infrastructure environment
    • Design and implement automation where possible
  • Advanced Application Development Azure DevOps Server System Management and Administration, including:
    • Responsible for technical leadership and guidance to application and operations teams, outside agencies, and third party vendors for upgrades to system software, patches, server and desktop (Azure DevOps Server workspace) configurations
    • Design and implement advanced automated tests in partnership with L&I s Test Team to test application code, ensuring all application developers write code that conforms to security and industry best practices
    • Plan and implement upgrades. Write impact analyses for the computing environment and customers. Prepare and send communications, write tests, and implement contingency plans
    • Looked to by other IT Professionals for technical leadership and subject matter expertise for Azure DevOps and Visual Studio; Issues unable to be resolved by web application developers, and IT Unit support staff are escalated to this position for resolution
    • Sought after to provide advanced troubleshooting for application teams as the subject matter expert for L&I s programming and source code repository software ( and Visual Studio)
  • WADS Domain Active Directory (AD), DNS (Domain Name System), and Group Policy, including:
    • Perform Domain Administrative functions within the development environment and domain
    • Automate common tasks
    • Plan, deploy, monitor, and maintain advanced AD domain and forest technologies and administrative functions
    • Plan, deploy, administer and troubleshoot DNS (Domain Name System)
  • Advanced technical support for application developers, IT Unit support teams, and WaTech as needed, including:
    • Lead discussions about agency web application development processes and infrastructure
    • Provide expert consultation for application developers and other IT professional staff for problem identification and resolution, and web application development best practices and methodologies
    • Perform research, analysis, support, troubleshooting, and brainstorming for complex technical issues over a wide variety of technologies, software, and systems
  • DevOpsIT Team Supervisor, including:
    • Equip the team to provide advanced consultative service oriented systems management support for agencywide application development teams
    • Ensure service coverage during normal business hours, Monday-Friday
    • Evaluate team effectiveness
    • Determine outcomes and resources needed to achieve long-term goals
    • Provide advanced technical leadership and guidance to multiple agency-wide business and technical teams
    • Coach, guide, and mentor the team with an eye towards future responsibilities and goals of individual team members
    • Provide information and feedback to senior managers on workload impacts, timelines, and business needs
    • Develop and update PDFs, evaluate team members, provide feedback, and approve leave/training requests
    • Conduct hiring processes
    • Approve monthly contractor invoice payments as required

Qualifications

Required:

  • Bachelor s degree in computer science or a closely related Information Technology field

And

  • Seven (7) years of *qualifying IT professional experience working full-time in a professional IT workplace (see below).

Or

  • Associate in Arts degree in Computer Science or a closely related Information Technology field

And

  • Nine (9) years of *qualifying IT professional experience working full-time in a professional IT workplace (see below).

Or

  • Eleven (11) years of *qualifying IT professional experience working full-time in a professional IT workplace (see below).


*Qualifying IT professional experience includes but is not limited to systems administration, web application development, analyzing, designing, implementing, maintaining a windows based computing environment and experience as a Microsoft Windows system administrator and technician, (or providing the equivalent support services).
Additionally, within experience, must possess:
At least three (3) years experience and/or knowledge with following standards and technologies:

  • Windows Server 2016/2019 and above
  • Windows 10 and above
  • CI/CD leveraging Azure DevOps
  • Azure DevOps best practices and methodologies
  • Working knowledge of the software development lifecycle (SDLC)


Must have at least two (2) years experience and/or knowledge with following standards and technologies:

  • Development tools and languages such as HTML5, ASP.Net, Java, WCF, CPF
  • Network protocols and design
  • Source code control in Visual Studio/ Must have at least one (1) year of experience and/or knowledge with following standards and technologies:
  • DNS record creations/deletions
  • Microsoft IIS web server configuration/set-up
  • Active Directory design and maintenance
  • VMWare virtual environment configuration
  • PowerShell scripting


At least one (1) years of supervisory experience and three (3) years leading others. (*One (1) year may overlap with above required years)
