Title - Business Analyst

Job Summary:
The candidate will provide specialized expertise in business process analysis, system design and improvement, data reporting, and grant management system support. The role involves translating complex business needs into technical requirements, supporting data submissions to federal systems, conducting analytics, and assisting in the grant closeout process. The ideal candidate will possess strong knowledge of configuration management, strategic planning, change management, knowledge management, and financial data compliance.
Key Responsibilities:
< data-start="948" data-end="996">1. Business Process and System Analysis</>Analyze and improve business processes by designing and implementing solutions that align with organizational goals.
Translate functional and operational requirements into technical specifications.
Provide change management support, including training, documentation, and communication to ensure smooth adoption of changes.
Support organizational and strategic planning efforts across technical and functional domains.
Apply knowledge in key areas such as Configuration Management, Knowledge Management, Business Analysis, and Technical Analysis to support enterprise-level initiatives.
3. Data Reporting Responsibilities
DATA Act Compliance:
Support accurate and timely DATA Act Reporting to .
Ensure seamless data submissions from financial systems to TAGGS (Tracking Accountability in Government Grants System) for transfer to USAspending.gov.
Assist with Transactional and Aggregate Financial Assistance Data Reporting through the Financial Assistance Broker Submission (FABS).
Collaborate with data owners to prepare and deliver submission reports, including:
Standard Interface File (SIF) submissions to TAGGS
TAGGS submissions to FABS
Quarterly data snapshots for DATA Act reporting
Summary reports for Senior Accountable Official (SAO) certification
4. Data Aggregation & Analytics
Support the implementation and execution of Financial Assistance Data Quality Validation Procedures.
Maintain and support the TAGGS Transactional and Aggregate Award ID Crosswalks.
Conduct comparative analysis of USAspending.gov data with internal records (e.g., File D2 Comparative Analysis) to ensure consistency and accuracy prior to reporting periods.
5. Grant Closeout Support
Monitor and support the closeout of grant documents, especially from the 2022 carryover backlog (with end dates on or before December 31, 2021).
Update and maintain monthly grant closeout dashboards.
Provide awarding agencies with monthly Payment Management System (PMS) data files, including:
Real-time backlog updates
Total grant closeout pipeline metric
