Position Description
The Harris County Attorney's Office (HCAO) is seeking a highly self-motivated SQL Database Programmer for our Property Tax Division, which specializes in lawsuits for the collection of ad valorem taxes. Under the supervision of the Division Director and Deputy Director, the SQL database Programmer will work with contract SQL database designers and programmers to design a best-in-bread customizable SQL database for property tax collection and litigation, as well as create program code for integrations with other applications, websites, and data sources.
The SQL Database Programmer position requires formal training and prior work experience with SQL programming and database design. The SQL Database Programmer must demonstrate exceptional initiative, be able to lead group projects, be able to supervise contract programmers, be an excellent problem solver and debugger, and have mastery of additional programming languages, such as Python and C++.

Duties and Responsibilities:
- DATABASE DEVELOPMENT AND PROGRAMMING
- The majority of time should be spent to Perform program design, coding, development, implementation, and maintenance of an SQL litigation database application
- Implement solutions to articulated end-user needs using SQL automated workflow functions and queries, as well as improved backend table structural design
- Create database modules, as well as SQL import and export queries
- Develop custom code to continually upgrade database automation
- INTEGRATIONS DEVELOPMENT
- Develop integrations with other applications and data sources, including writing code to interface with external application API's, such as district clerk, electronic filing provider, appraisal district, PACER federal court records, county clerk real property records, skip-trace databases, USPS databases, and voter registration databases
- Work with the Property Tax Collection team to identify additional areas where technology can be used to improve operational efficiency and implement appropriate solutions
- MANAGE CONTRACT PROGRAMMERS
- Collaborate with colleagues, the database vendor programmers, and other contract programmers on problem-solving automation design issues and adding additional database functionality.
- Collaborate with and manage contract programmers to implement property tax financial algorithms to calculate amounts due in the future, such as penalties and interest.
- Collaborate with contract programmers to create automated document templates that require SQL coding and complex logic, such as loop statements.
- DATABASE ADMINISTRATION
- Create and maintains database objects such as file groups, tables, views, and indexes.
- Work with Harris County Universal Services to develop, optimize, and implement stored procedures on the SQL backend server.
- Participate in the development and implementation of SQL database management policies and standards for efficient Quality Control and data administration.
- Use database analytical tools to analyze database performance
- Develop and maintain efficient ad-hoc queries, reports and automated workflows, customizable to litigation needs
- Plans coordinate, and implement security measures to safeguard litigation database
- GENERAL
- Monitor and report on project schedules and status
- Perform multiple projects simultaneously while maintaining an effective balance of priorities and high productivity
