About the Position

*****Applicants must currently reside in Arizona or be willing to relocate to Arizona by the time of hire. *****

Standard Judicial Branch business hours are Monday through Friday from 8 am to 5 pm. This position may be eligible for a Hybrid/Telework schedule dependent on the needs of the Judicial Branch.

The Network Architect is responsible for deploying, monitoring, patching, and maintaining the datacenter servers, cloud servers, and network infrastructure for the Judicial Branch. They are also responsible for designing and building network and server infrastructure to meet the needs of the Judicial Branch taking into consideration various factors like bandwidth requirements, server resources, security, and the ability of the infrastructure to expand over time. We are seeking an architect with experience in enterprise networking, security, virtualization, and infrastructure monitoring technologies. The focus is to deliver strategic network and server technology architecture that drives investments for the Branch as well as provides support of broader Branch initiatives. The Network Architect will use the information of the existing infrastructure to design and estimate the implementation, projected growth, and cost of maintaining and replacing existing equipment as needed.

Position Qualifications

Education:
  • Bachelor's degree in computer science, information technology, or a closely related field


Experience:
  • Seven (7) years of professional-level experience in engineering, designing, and architecting sustainable solutions with multiple vendors, applications, and systems.

OR

Combined education and experience qualifications:
  • An equivalent combination of post-secondary education and/or job-related experience may substitute on a year-for-year basis.


Our Preferred Candidate has:
  • Advanced IT certifications such as Cisco Certified Network Professional (CCNP), Cisco Certified Architect (CCAr), VMWare Certified Advanced Professional, Microsoft Azure Solutions Architect, etc.
  • Advanced experience designing network and server environments for the deployment of applications and infrastructure into public and private cloud services.
  • Advanced experience managing datacenter operations including environmental, networking and server infrastructure.


Knowledge, skills, and abilities:

Knowledge of:
  • Cloud networking, configuring Vnets, Subnets, configuring Azure Active Directory Sync, configuring Network Security Groups (NGS), Access Control Lists (ACL), virtual LAN, VMware, SolarWinds, Data center operations, etc.


Skill in:
  • Proven track record of managing complex problems and cultivating collaboration across organizational boundaries with key stakeholders.
  • Strong project and team consensus-building skills, including the ability to lead teams and drive projects and initiatives in multiple departments.
  • Experience mentoring junior team members.


Ability to:
  • Strong critical thinking and analytical skills while able to think outside of the box for design. Excellent attention to detail.
  • Ability to work on-call or non-standard business hours as needed.


Essential Job Tasks

  • Participates as a top-level technical expert in leading multiple consulting projects or a single large/complex project and ensures the success of enterprise-level application rollouts.
  • Provides guidance and leadership to assist project teams to comply with enterprise and IT security policies, industry regulations, and best practices.
  • Ensures quality and performance are maintained across the overall IT architecture.
  • Develop a library of deployable and documented infrastructure design patterns, based on the application portfolio, as a basis for deploying server and network services.
  • Partner with architects and application owners in the Branch and other County agencies to re-use the best available technologies and processes to determine how information and data flows within the organization, and to design infrastructure in line with the overall Branch IT plan.
  • Configures and manages complex infrastructure monitoring systems to ensure the Branch infrastructure is functioning as designed, providing advanced warnings for resource utilization, network connectivity, and application monitoring etc.
  • Apply risk-based decision making to complex problems and consult with relevant subject matter experts as needed. Analyze technical risks and advises on risk mitigation strategies of threats as they emerge. Identify security design or implementation gaps in existing products and services. Direct remediation efforts and operationalize detect-and-response capabilities.
  • Test and inspect server and network systems to ensure conformity with specifications, legal, mandates and regulatory requirements.
  • Drive cross-functional efforts across teams and Law Enforcement agencies in the county to address network needs related to our platforms.
  • Research and identify new technologies to improve system/data confidentiality, integrity, and high availability.
  • Align industry standards, frameworks and security best practices with overall Branch and technology strategy.
  • Specifications, processes, and standard operating procedures (SOPs) involved in preventing, mitigating, and investigating different threats.
  • Regularly communicate vital information, security needs, and priorities to upper management.
  • Establishing performance management metrics for the server and network environment.
  • Collaborate with management staff to determine the organizations infrastructure needs.
  • Participates in various projects and provides technical expertise and support for planning, designing, creating, testing, and deploying in-house and off-the-shelf applications.
  • Collaborates with vendors and internal technical teams to resolve complex issues.
  • Prepares and delivers detailed presentations to management to illustrate ideas for technical or process improvements.
  • Creates or updates applicable written standard operating procedures, operational processes, management reports, architecture recommendations, and project materials.

Typically, successful candidates are hired at a salary rate up to the midpoint of the range, based on applicable experience, internal equity, and budgetary allowances.

As such, mandatory membership for all full-time employees includes payroll deducted contributions consistent with each retirement system's requirements. The current contribution rate for ASRS is 12.29% and the current contribution rate for PSPRS is 5.44% and up for the defined contribution plan and 9.81% for the defined benefit plan.
