Job Title: Project Manager (EBS Strategic Initiatives)
Location: St. Paul, MN (Hybrid - 3 days onsite)
Position Type: Contract-to-Hire (6-Months)
Compensation & Conversion Details
- Contract Rate: $29.00 - $31.00/hour (Negotiable based on experience level).
- Conversion Salary: Targeted base salary + 10% (P3) or 15% (P4) bonus structure.
- Growth: This is a long-term career play intended for conversion into a permanent leadership role within the organization.
We are seeking a polished and experienced Project & Program Manager to join the Employee Benefits Solutions (EBS) Strategic Initiatives team. This role combines hands-on project management with program-level strategy and executive engagement. The ideal candidate is comfortable leading large, complex initiatives, influencing senior leaders, and translating strategy into measurable business outcomes.
This position offers high visibility across the organization and requires strong executive presence. Finalist candidates will be asked to complete an on-site mock presentation.
Key Responsibilities

Lead large, complex, cross-functional projects and programs from initiation through completion

Partner with project sponsors and senior leaders to define scope, goals, success metrics, and delivery plans

Manage workstreams, timelines, dependencies, risks, resources, and budgets across multiple initiatives

Drive stakeholder engagement, governance, communication, and change management efforts

Translate enterprise strategy and market insights into actionable programs and initiatives

Monitor and report on project performance, financials, and business outcomes

Ensure initiatives deliver measurable value and that benefits realization plans are in place

Build strong relationships across business units to navigate ambiguity and influence decision-making

Mentor and guide less experienced project managers and contract resources

Support leadership with team roadmaps, strategic planning, and execution priorities
Required Qualifications
-
3+ years of project and/or program management experience

Experience leading large, complex, cross-functional initiatives

Strong knowledge of project management methodologies (Agile, Waterfall, hybrid)

Proven ability to manage ambiguity and translate high-level strategy into execution

Excellent communication, facilitation, and executive-level presentation skills

Strong organizational, planning, and prioritization abilities

Ability to manage multiple initiatives concurrently in a fast-paced environment

Demonstrated stakeholder management, influence, and change leadership skills
Preferred Qualifications

PMP certification
