Senior Project Manager Engineering (Hybrid)
Our client, a leading Pacific Northwest utility provider committed to public service and environmental preservation, is looking for a Senior Project Manager - Engineering for their Vancouver, Washington location. In this role you will provide Project Manager (PM) services to support technology migration planning, design, and delivery, facilitating commissioning of a new Control Room, Telecom Center, and Data Center.

Key Responsibilities for Senior Project Manager Engineering:
- Plan, initiate, and facilitate Operational Technology projects from inception to conclusion and in accordance with company and industry project management principles and standards providing expert guidance on PMI-based project management methodology and best practices.
- Facilitate complex large-sized, multi-year projects. Many of these projects are high visibility projects for Senior Management, requiring monthly project status updates.
- Responsible for coordination from the Scoping Phase of the project through documented Close Out procedures.
- Assist management with implementing project tasks daily (may include multiple projects) regarding time, budget, schedule, and quality.
- Coordinate activities for designated project(s) to verify that goals or objectives of the project are accomplished within the prescribed time frame and funding parameters.
- Identify and request resources and resolve resource allocation issues with business units and performance managers. Alert staff of any resource allocation issues and recommend solutions.
- Assist the manager in building and coordinating an effective team and provide recommendations for allocating team members to project tasks.
- Support the project team through the project management process (creating and implementing the project management plan); schedule and facilitate team meetings and coordinate activities of sub-teams.
- Monitor progress of assigned projects to track timelines, milestones, deadlines, standards and targets, alerting appropriate manager / personnel of any obstacles / potential delays to project timelines, targets or success; provide corrective action recommendations.
- Participate in group level project manager meetings.
- Actively engage with the business to properly understand the business needs, identify dependencies, project expectations, milestones, resources and other initiatives, and assist the manager in deploying the solution. This includes supporting organizational design and change management activities, particularly in contexts involving potential resistance to change.
- Facilitate the implementation of the project daily (may include multiple projects) regarding scope, budget, schedule, and quality. Provide updates and findings to manager.
- Maintain consistent communication with the project sponsor, performance managers, and clients on the progress of the project versus the plan.
- Prepare, estimate, recommend, facilitate, and monitor the budget for the project (monitor project funding and overall budget).
- Take a proactive stance regarding risk management by alerting the manager to areas of risk.
Requirements/Qualification for Senior Project Manager 3 Engineering:
- U.S. Citizenship and U.S. valid Driver s License are required.
- A Bachelor s degree in Business Administration, Computer Science, Organizational Development, Engineering, or a related technical discipline is preferred.
- With an applicable Bachelor s degree, 10 years of experience is required
- Without a non-applicable Bachelor s degree, 12 years of experience is required.
- Without a Bachelor s degree, 14 years of experience is required.
- Experience must include project management and leading complex and high-risk Data Center, Control Room, Telecommunications related projects using industry standard methods and tools for managing schedules, dependencies, resources, funding and developing technical specifications and project plans for large-sized projects (over $25M or manage 20+ people).
- Experience accurately assessing and estimating project costs.
- Experience writing and understanding functional and technical specifications
- Experience with developing project schedule timelines to reflect major tasks (scoping, planning, design, procurement, execution, testing).
- Advanced skills with MS Project to include fundamental operation, function, and workflow regarding timelines, dependencies, project expectations, milestones, and resources.
- Expert at eliciting information from stakeholders, documenting and communicating, including via Project Plans, Functional & Technical Specifications, Schedules, Resource Plans, Budgets and Presentations.
